On The Construction Of International Ship Registration System Under The New Development Pattern Of "Double Circulation" In China

The international ship registration system is a ship registration management system with the main content of regulating ship ownership,ship condition,crew and shipping management,and the goal of attracting ocean-going ships to naturalize,with moderate leniency and stricture of registration conditions and preferential treatment.At the present stage,our country is under the new development pattern of "double circulation",constructing the international ship registration system is the objective need of boosting the new development pattern of "double circulation","double circulation" new development pattern also provides valuable opportunity for the construction of our international ship registration system.At present,our port and free trade zone fixed-point trial of the international ship registration system is not enough experience,there are still some problems,such as the unclear requirements of ship registration,the reform of registration tax is not thorough,the registration procedure is not simplified.Therefore,it is necessary to aim at the deficiencies of legislation,law enforcement and justice in constructing the international ship registration system under the new development pattern of "double cycle",and draw lessons from the experience of foreign advanced shipping countries.To explore deeply the construction of the international ship registration system with perfect ship registration laws and regulations,efficient and convenient ship registration procedures,and perfect supporting ship registration services.This suggestion suggests that under the new development pattern of "double circulation",our country should explore formulating the Provisions for the Administration of international Ship Registration,improving the Regulations on Ship Registration and the related provisions,improving the registration executive department and procedure,standardizing the administrative supervision mode of registration,optimizing jurisdiction over appellate cases,standardizing judicial interaction mechanism,and improving the international judicial assistance mechanism to construct international ship registration system.In order to explore the construction of the international ship registration system to provide beneficial theoretical support and practical strategies.
