Research On Legal Issues Of Chinese Funded Flag Of Convenience Ships In The Perspective Of Ship Registration

In recent years,with the continuous growth of global trade,the international shipping market has gradually become an important component of international trade.Since the establishment of the People’s Republic of China,China’s maritime industry has achieved vigorous development,not only in terms of freight volume and number of ships,but also in terms of route layout,ship technology,management mode,and other important breakthroughs.However,the existence of the problem of Chinese funded flag of convenience ships has had a certain impact on the development of maritime power.The Chinese funded flag of convenience ship is the product of the flag of convenience system and China’s economic,political,cultural,social and other factors,which has a significant impact on China’s maritime safety,crew rights,economic order and other aspects.It is particularly important to study the legal issues related to the return of Chinese funded flag of convenience ships.The first chapter of this article first elaborates on the research background and ideas,and organizes and analyzes the current research status at home and abroad.The second chapter discusses the current situation and problems of ship registration in China.This paper combs out the relevant laws and regulations on ship registration in China,introduces the main contents of ship registration in China,and draws out the impact of the imperfect ship registration system in China through the content analysis of the ship registration system in China,that is,the phenomenon of Chinese funded flag of convenience moving outward,which lays the foundation for the whole paper.The third chapter discusses the current situation,reasons and effects of the outward movement of Chinese funded flag of convenience.This article mainly discusses the impact on shipping status and tax market,crew rights,and maritime safety and order in China.The fourth chapter combs and analyzes a series of explorations on the ship registration system in order to attract Chinese funded flag of convenience ships to return and analyzes their effects,pointing out the problems still existing at the emerging stage,thus leading to legal countermeasures to continue to promote the return of Chinese funded flag of convenience ships.Finally,based on the experience of representative countries and regions to solve the flag of convenience problem and improve the ship registration system,this paper first analyzes the advanced ship registration system in other countries and regions and its reference significance to China.Then,legal suggestions for improving China’s ship registration system are proposed from three aspects:the improvement of the existing ship registration system in China,the construction of the international ship registration system,and the reform of the tonnage tax system.
