| With the acceleration of population aging and the deepening of aging,the disabled and semi-disabled population increases,and governments around the world are facing the pressure of old age,medical care and elderly care brought by the above problems,among which the demand for elderly care is increasingly becoming a socialized risk.In this context,the development of long-term care insurance has become an inevitable trend,and the long-term care insurance pilot work is a necessary way to explore a long-term care insurance system suitable for China’s national conditions,and the study of the two batches of long-term care insurance pilot policies can help explore the specifics of the implementation of the pilot work,the problems that may be encountered in the future,etc.Exploring the establishment of a long-term care insurance system suitable for China’s national conditions is a strategic measure to cope with the aging of the population and promote social and economic development in China,and it is also an important institutional arrangement to improve the social security system.At the same time,from the perspective of public policy,policy tools are one of the important means to achieve policy goals,and the reasonable use of policy tools can promote the implementation of the long-term care insurance pilot policy,so it is necessary to study how to use policy tools.Therefore,based on the policy document "Guiding Opinions on Launching the Pilot Long-term Care Insurance System" issued by the General Office of the Ministry of Human Resources and Social Security,this paper selects the policy documents issued by the two batches of pilot regions designated by the central government for the implementation of long-term care insurance pilot work as the research object,and builds a "policy tool-policy subject-policy issue" three-dimensional analysis framework from the perspective of policy tools.The three-dimensional analysis framework of "policy tool-policy subject-policy issue" was built,and the frequency and proportion of each dimension in the policy text and the frequency and proportion of the combination of dimensions were statistically analyzed.The results of the study show that there are problems of overflow and uneven application of policy tools in China’s long-term care insurance pilot;uneven distribution of the application of policy tools acting on policy subjects;and unreasonable planning of the solution paths of policy tools acting on policy problems.To ensure that the problems are effectively solved,it is necessary to adjust the proportion of the use of policy tools,optimize the combination of the use of policy tools on policy subjects and the form of their use,and reasonably plan the use of the combination of tools used to solve policy problems. |
