Vicious Dog·vicious Neighboe·Space Research On The Problem Of Nuisance Caused By Private Pets In Urban Communities And Its Governance

Urban community is the daily life field of human beings,and its spatial order has an important impact on residents’ life quality.However,with the rapid advancement of urbanization,the number of urban pet dogs has increased dramatically,and dog disease has increasingly become a prominent problem in community governance.In the past two years,conflicts caused by various pets in the community have frequently been on the hot search.The existing community governance model cannot meet the different demands of various interest groups,and urban development requires the community to move from extensive"management to "refined" governance.Up to now,various places have carried out corresponding governance for private pet nuisance incidents in urban communities.This article selects cases from many hot events,according to the community governance ability and owners’awareness of rules,the overall category is divided into "strong community-strong owners","weak community-strong owners","strong community-weak owners"and "weak community-weak owners" four different types of community private pet nuisance governance.Among them,the type of "strong community-strong owners" is a typical paradigm of modern community governance.However,by selecting large cities(Xi’an)and small and medium-sized cities(Changzhi)to carry out research,the paper finds that this typical paradigm does not have universal promotion value compared with the current urbanization process in China.Therefore,it is urgent to change the management of private pets and disturbing people in the community-from the traditional approach of "bad dogs" and "bad neighbors" to the management of community public space.In other words,to carry out scientific and reasonable space production to provide high-quality public products for the community,and to reconstruct orderly space to ensure the equality of public services in the community is the only way to resolve the current urban nuisance problem of vicious dogs in China.Therefore,the article believes that it is necessary to improve the community public service process,further regulate the reproduction and space construction of the community public space,take measures such as opening up a toll zone for walking dogs and playing pets,and ensure the supply of public goods in place.At the same time,it is more important to advocate the "co-governance" of multiple subjects,and rebuild a stable order of community public space.Fundamentally solve the community pet nuisance incidents.
