Research On The Optimization Of Township Government Functions In Rural Governance

The report of the 20 th National Congress of the Communist Party of China proposes to solidly promote lawful administration,transform government functions,optimize the government’s responsibility system and organizational structure,improve administrative efficiency and credibility,and comprehensively promote strict,standardized,fair,and civilized law enforcement.The report of the 19 th National Congress of the Communist Party of China proposed "deepening institutional and administrative system reform",and the Third Plenary Session of the 19 th Central Committee made arrangements for deepening the reform of the Party and state institutions,clarifying the guiding ideology,principles,goals,and tasks of the reform,emphasizing that this is a profound change in promoting the modernization of the national governance system and governance capacity.At present,in the context of placing rural construction in an important position in socialist modernization construction and studying the functions of township governments,it is necessary to recognize that the foundation of township governance in the new situation lies in townships,the potential lies in townships,and the focus of reform also lies in townships.Township governments are the grassroots political power of the country and an indispensable analytical subject in exploring rural issues.Based on the current status of the functional allocation,institutional setting,and personnel establishment of township governments,analyzing their functional responsibility system from the perspective of government functions is conducive to understanding the effectiveness of grassroots governance with a holistic approach and reflecting on the positioning of township governments’ functions.With the development of society,the problems existing in the responsibility system of township governments need to be further clarified.Therefore,the optimization and reconstruction of township government functions is not only the focus of China’s new urbanization construction,but also reflects the essence of innovative development of grassroots governments.The research purpose of this article is to clarify the development process of township government functions in rural governance,recognize and grasp the reasonable positioning of township government functions,as well as the status and paths of different periods.Based on the current status of township government and Yujing Town’s functional system,through interviews with 4 township level leadership cadres and 4 ordinary cadres in Yujing Town,and organizing relevant materials and interview results,the main problems and reasons faced in the township government’s responsibility system are analyzed,Attempt to propose targeted suggestions for optimizing the responsibilities of township governments.It is conducive to strengthening the functions of township governments and providing some theoretical basis for the gap between the necessity and reality of township government functions.This will further promote the modernization of the township governance system and governance capabilities,and provide ideas for future grassroots government innovation and improvement paths and methods.This article discusses from the following five aspects: The first part is an introduction,mainly including the research background and significance,the current research status at home and abroad,the research methods,difficulties,and innovative points;The second part includes the definition of core concepts and theoretical basis;The third part systematically analyzes the process of township system and township government functions,which helps to understand and clarify the historical evolution and current situation of township government functions,and grasp the functional system,power list,and staffing management status of Yujing Town;The fourth part is to analyze the main problems and reasons that exist in the performance of Yujing Town government functions based on the interview results and organized materials;The fifth part is based on the above,summarizing and organizing corresponding suggestions and countermeasures.This article hopes to provide some improvement paths and ideas for the future optimization of township government functions,in order to achieve the historical mission of grassroots governments in the new situation.
