Research On Grid Supervision Of The Agricultural Machinery’s Safety In Jiangsu Province

Over the past 40 years of reform and opening up,the level of agricultural production mechanization in China has significantly improved,making significant contributions to the development of agricultural modernization.At the same time,with the rapid development of the economy and society,more and more attention has been paid to safety production supervision.The occasional accidents of agricultural machinery all over the country have also attracted high attention from the media and society,and the situation of the supervision has become increasingly severe.In 2017,the Office of the State Council Safety Commission issued the "Guiding Opinions on Strengthening the Grid Management of the Safety of Grassroots Production",which made arrangements for comprehensively improvement of refinement,informatization,and socialization of the safety of grassroots production.Jiangsu Province actively implements relevant policy requirements and vigorously promotes the construction of the system which supervise the safety of grassroots agricultural machinery.On the basis of the practice of the "Mode of Liubao" about grid supervision of the safety of agricultural machinery in 2019,Jiangsu Province summarized and refined the Mode of Jiangsu Province with the core idea of "Main departments are responsible,Relevant departments fulfill their responsibilities,and Social forces put in effort",with the focus of supervision moving downwards and the gateway moving forward as the starting point,and the goal of achieving the "last mile" of supervision,the mode has set an example for the reform and innovation of national supervision of the safety of agricultural machinery.This article is based on standardized management theory,refined management theory,and seamless government theory.Using literature research,interview,and survey research methods,the study focuses on the grid supervision model of agricultural machinery’s safety in Jiangsu Province.This article summarizes the current situation of grid based supervision of agricultural machinery safety in Jiangsu Province through the establishment of regulatory grids,grid based supervision subjects and responsibilities,grid based supervision objects,grid based supervision processes,and grid based supervision effectiveness.Based on questionnaire surveys and interview results,it was summarized that there are currently problems in grid based supervision of agricultural machinery safety in Jiangsu Province,such as unscientific grid setting,incomplete supervision platform construction,incomplete supervision work system,and the need to improve the performance ability of grid personnel.The deep-seated reasons behind it are: firstly,the outdated concept of grassroots agricultural machinery safety supervision;Secondly,there are two main reasons for the existence of departmentalism in the regulatory body.Therefore,this article proposes targeted countermeasures and suggestions for the further development of grid supervision of the safety of agricultural machinery in Jiangsu Province.By scientifically setting up a regulatory grid,improving the construction of regulatory platforms,improving supporting regulatory mechanisms,and enhancing grassroots grid supervision capabilities,the bottleneck in the current development of agricultural machinery safety grid supervision work is broken,and the agricultural machinery safety grid supervision mode is continuously optimized,Provide assistance for the high-quality development of the mode of supervision with Jiangsu,and provide replicable and promotable experience for the grid supervision of agricultural machinery’s safety in other regions of the country.
