Food is the top priority for the people,and safety is the top priority for food.As China enters a new stage of high-quality development,the people’s requirements for the quality and safety of agricultural products in the planting industry are constantly increasing.Correspondingly,the government’s responsibility for supervising the quality and safety of agricultural products in the planting industry is becoming increasingly heavy.In the entire regulatory process,the production process of agricultural products in the planting industry is the source of quality and safety,and is the most fundamental link.Strengthening research on the supervision of the production process of agricultural products in the planting industry is not only of great significance for improving the entire regulatory system,but also for improving the regulatory level of government departments on the quality and safety of agricultural products in the planting industry,regulating the order of the agricultural product market,restoring people’s trust in agricultural products in the planting industry,and effectively ensuring the physical health and life safety of the people.Based on the current situation of quality and safety supervision in the production process of agricultural products in the planting industry in R city,combined with the government regulation theory,we can draw a conclusion that because agricultural products in the planting industry have the characteristics of public goods,coupled with the asymmetric information in the market,consumers are prone to reverse selection,leading to market failure,which leads to moral hazard.In this regard,this article comprehensively uses questionnaire survey and interview methods to analyze and study the current situation of quality and safety supervision in the production process of agricultural products in R city’s planting industry from the three levels of administrative regulation,economic regulation,and social regulation included in government regulation theory.It is concluded that the supervision system and mechanism in the production process of agricultural products in R city’s planting industry are not smooth The quality and safety assurance level of agricultural products in the planting industry needs to be improved,and the construction of the traceability system for agricultural products in the planting industry is still not in place.From three levels of administrative regulation,economic regulation,and social regulation,this paper analyzes the reasons for the related problems in the quality and safety supervision of agricultural product production in the planting industry in R city.On the basis of relevant theories,this paper proposes that in order to comprehensively improve the quality control and safety level of agricultural production,it is necessary to carry out national economic control;Advocate to make full use of social control and administrative control,especially at the level of economic supervision and management,through pricing rules and information rules,constantly improve the direct marketing system of agricultural products and the quality and safety tracking system of agricultural products,better regulate the use of agricultural capital,improve the transparency of agricultural production information in crop production,and crop production In order to improve the economic behavior related to the production of agricultural products in the mountains and improve the confidence of consumers,from the perspective of social supervision and management,we should improve the agricultural product production security system and agricultural product production standard system through environmental supervision and management and quality control,effectively ensure the implementation of the quality and safety standards of agricultural products produced by crops,so as to realize the production of agricultural products by crops.Protect the legitimate rights and interests of consumers by ensuring the quality and safety of water;at the administrative supervision level,strengthen the construction of regulatory agencies and groups,play the role of third-party supervision,and strengthen national supervision,which not only makes the rights and responsibilities of relevant government departments more clear and effective,but also makes the government regulatory agencies more extensive.We will ensure the use of regulatory power in scope regulation.Through these measures,we hope to raise the quality and safety control of agricultural production to a new level.
