Conducting organizational learning is a crucial component of building a learning-oriented political party,as highlighted in the 19 th National Congress report of the Communist Party of China(CPC).As the report states,"Equipping the entire Party with the innovative theories of the Party is the fundamental task of ideological construction." Researching the organizational learning of the Communist Party of China,delving into its learning processes and mechanisms in practice,holds significant importance for advancing the development of the CPC,enhancing its governance capabilities,and better fulfilling its mission.Specifically,this article is divided into three parts:Chapter One introduces the core concepts,theoretical foundations,and an overview of the organizational learning of the Communist Party of China.Organizational learning is the central concept of this paper,and Marxist party theory and the theory of a learning organization provide the theoretical basis.The overview of organizational learning in the CPC primarily introduces the CPC as the learning subject and the essence of organizational learning within the CPC.Chapter Two presents a case analysis.The organizational learning in the CPC takes on three main forms: campaigns,activities,and thematic studies.This chapter categorizes them accordingly and uses the Yan’an Rectification Movement,the "Three Talks" Education Campaign,and the "Three Stricts and Three Earnests" thematic education as case studies.It discusses the conduct of these three instances of learning in the context of their respective historical backgrounds,elucidating their unique significance.Finally,it summarizes the logic behind the changes in the form of organizational learning within the CPC.Chapter Three offers a summary of the practical characteristics and functions of organizational learning in the Communist Party of China.In terms of the characteristics of organizational learning,this chapter asserts that the core content of learning is grounded in the Party’s theories and literature.The learning process embodies the principles of democratic centralism,and the evaluation of learning outcomes is rooted in the intrinsic requirement of serving the people.Regarding the functions of organizational learning,the CPC’s organizational capabilities enable it to transform information into consensus,strengthen its organizational abilities for internal and external coordination,and guide and mobilize Party members and external masses to participate.
