Study On The Path Optimization Of The Communist Youth League’s Participation In Urban Community Governance In Z City From The Perspective Of Platform Based Governance

Community is the basic unit of a city,a specific place for residents’ daily life,and an important link between the Party and the government to closely contact and serve the masses.The report of the 20 th National Congress of the Communist Party of China(CPC)pointed out that "we should improve the grassroots governance platform supported by grid management,refined services,and information technology,and improve the urban and rural community governance system." We should develop and strengthen the mass prevention and governance forces,create a social atmosphere of being courageous and responsible,and build a social governance community in which everyone is responsible,accountable,and enjoyed."At the same time,it was emphasized that,"We will strengthen the system of ensuring that the people are the masters of the country.We will deepen the reform and construction of mass organizations such as trade unions,the Communist Youth League,and women’s federations,and effectively play the role of a bridge and link.As the Party’s assistant and reserve army,the Communist Youth League actively participates in social governance and plays a leading role in the Communist Youth League,which is an inevitable requirement for serving the central work of the Party and adapting to economic and social development and urban development.".The study takes the participation of the Communist Youth League in urban Community Governance in Z city as a typical case,based on the platform governance theory,collaborative governance theory,and service-oriented theory,the paper proposes a platform governance analysis framework for the path of the Communist Youth League to participate in urban Community Governance from the median level,and believes that the Communist Youth League organization should adopt the organization platform,service platform,and personnel platform,and use space carriers,information platforms,organizational mobilization,institutional norms The five dimensions of team building involve the absorption and mobilization of young people,mobilizing their enthusiasm to participate in the supply of urban community public goods and diverse community governance,ultimately achieving an organic unity of power openness,resource integration,and demand matching.Although the Communist Youth League of Z City has started practical exploration of platform based governance,there are still a series of problems such as insufficient participation depth caused by a single work mode,incomplete participation breadth caused by low participation of young people,poor participation effect caused by insufficient work innovation ability,and weak integration ability caused by a weak organizational team structure.Based on this,the paper uses the concept,method and mechanism of platform governance to put forward four optimization suggestions: first,use the concept of platform governance to guide the Communist Youth League to participate in urban Community Governance;Second,use the platform mechanism to improve the innovative momentum of the Communist Youth League’s participation in urban Community Governance;The third is to optimize the team structure of the Communist Youth League participating in urban Community Governance through personnel platform measures;Fourth,specific solutions such as using service platform to enhance the brand influence of the Communist Youth League in promoting urban Community Governance.
