| Community is the fundamental unit of social governance,and its governance ability and level reflect the modernization level of national governance ability.Community service is an important part of Community Governance.With the improvement of people’s living standards,"having personalized,refined and real-time community service experience,and constantly enhancing villagers’ sense of gain,happiness,security and satisfaction" has become the common expectation of rural community residents.During multiple inspections the general secretary’s spirit of speech emphasizes that "community services should be precise and precise,integrate smart genes,and ensure that residents have needs and communities have services",Under the background of national macro policies such as beautiful villages,digital villages and complete community construction pilot projects,relying on digital technologies such as the Internet,mobile communication technology,the Internet of Things,big data,etc.,digital empowerment is of great practical significance to build a new model of refined service for rural communities,which will improve service quality and improve Community Governance.At present,there are widespread problems in rural communities,such as incomplete digital governance systems and mechanisms,incomplete public service project content,insufficient collaborative supply of service subjects,weak service technology means,and poor feedback on service demand and service effectiveness.Multiple factors make it difficult for rural community services to rely on digital technology,integrate smart genes,improve service quality and efficiency,and meet the personalized needs of residents.Compared with urban community services,there are generally problems in rural communities,such as limited and traditional public basic service projects,insufficient collaborative supply of service subjects,weak service technology means,and poor feedback on service demand and service effectiveness.Rural community services are difficult to rely on digital technology,integrate smart genes,improve service quality and efficiency,and meet the personalized needs of residents.Based on the theories of holistic governance,digital governance,precise governance and technology empowerment,this project adopts the research methods of literature analysis and field investigation,focuses on the national concept of promoting the construction of digital villages and complete communities,and takes the digital platform of "China Unicom’s Digital Village" as the carrier to study and construct the implementation plan of refined community services under the digital platform.The implementation methods for achieving precise community services based on "human-computer interaction" and "physical perception" were explained.Research has shown that,based on people’s pursuit of a better life,using digital platforms as carriers is an effective way to achieve refined services in rural communities.In the implementation process,attention should be paid to: firstly,continuously improving the digital community service content project system,supported by sound public service facilities and network infrastructure construction,and continuously expanding community service content projects under digital platforms;Secondly,we need to collaborate online and offline to build a community service supply community,with the government,community,and social service institutions taking responsibility for each other,and developing incentive mechanisms to jointly participate in community services;Thirdly,it is necessary to enhance the information technology capabilities of service personnel,especially to strengthen the training of information technology application capabilities for community workers,personnel from various service providers,and all villagers;The fourth is to improve the information exchange and service evaluation system.The participation and identification of villagers are fundamental to the construction of digital services.Real time and authentic evaluation should be made an effective means to continuously improve community service supply and improve the quality of community services. |
