Research On The Governance Of Information Island In Xuzhou E-government And Countermeasures

With the rapid development of information technology,the government governance model is constantly changing.Fully exploiting the potential value of information,promoting the interconnection and sharing of communication between government departments and information systems,and creating a digital strategy that is universally accessible,fair,and inclusive have gradually become the reason and motivation for local governments to explore the transformation and upgrading of egovernment and comprehensively promote the construction of digital government.However,the lack of adequate response to the phenomenon of information islands,such as "insufficient inter-system connectivity and incomplete data sharing" has led to the inability to generate the scale effect of data and the inability to explore the deep value of data,which will affect the depth and breadth of the comprehensive promotion of the modernization of the national governance system and governance capacity.In view of this,it is self-evident that the study of how to properly tackle the governance of information island is of great value and practical significance to grassroots governments.By reviewing the research results of information island in e-government at home and abroad,this thesis systematically grasps the whole process and stages of the development of government informatization theoretically.With the generalization and refinement of the connotation of e-government,information island,and information ecosystem,and based on the interpretation of the core meaning of information ecology theory,a theoretical framework based on information,information people,information technology,and information environment—e-government information ecosystem is constructed.On this basis,we further elaborate that there is a high degree of relevance and applicability between the theoretical framework and the research object,and provide academic support for the subsequent arguments.Under the background of theoretical construction,based on the governance subject and governance measures of information island in e-government,the current governance situation of information island in Xuzhou is outlined.Through questionnaires and research visits,four types of governance issues were identified: "control,data,technology and systems," which together constitute the current information island governance dilemma.Subsequently,based on the specific characteristics of the four governance issues,namely "slow-developing information people," "mixed information," "inadequately supported information technology" and "inadequately safeguarded information," the four governance problems are characterized by their specific manifestations,revealing the deeper factors that give rise to these problems.Based on this,combined with the historical background of the reform of data management organization and the construction of digital government,the corresponding improvement strategies are given from the four aspects of information person,information,information technology,and information environment.The results of the study show that the current situation of e-government construction in the whole system and all links of information transmission between government departments can be effectively eliminated by using the information ecology theory,and the key lies in promoting business collaboration,improving data base,coordinating technology application and building management system.The key to this is to promote business collaboration,optimize the data base,coordinate technology applications and build a management system.With this as the foundation,we will be able to improve the effectiveness of the governance of information island and continue to optimize the ability of data management agencies to coordinate development,so as to achieve the ultimate goal of helping to build a "people-centred" digital government.This thesis has 14 figures,11 tables and 92 references.
