In modern society,how to use big data and digital technology to govern the country more scientifically is an important reform of the governance mode of each country.Many countries have taken the lead.Among them,the construction of digital government in South Korea started earlier and is in a leading position in the world,which can be used as a reference for the digital reform of government work in our country.China has gradually started the construction of "three gold projects" and "government Internet access projects",and started the reform of "decentralization,management and service" for public power in 2015,which requires the service spirit to be injected into the government’s work.Now it puts forward higher requirements for the digital level of government governance.Every step of digital governance involves the rational use of government information resources.The smooth sharing of government information resources is the basic element of the digital reform of government work.The continuous improvement of government information resource sharing will undoubtedly help to improve the government’s work efficiency and service ability,improve the digital construction ability,and add bricks and tiles to the construction of digital government in our country.Due to the ambiguity of the concept of government information resource sharing,this paper discriminates two similar pairs of concepts in order to better explain their definitions.At present,the relevant provisions of authorized institutions and social organizations are still unclear in the legal regulation of government information resource sharing in China;The nature,ownership and other basic provisions of shared information resources are not reasonably stipulated;There is also ambiguity in the sharing content and the lack of sharing suspension and cancellation system,which is not conducive to the actual development of sharing work;In terms of shared supervision,there are still some problems,such as the virtual supervision subject and the single way of responsibility.And in the provisions of the legal system of government information resource sharing,there is still a lack of protection system for citizens’ personal information.In view of the above problems,on the basis of clarifying the current situation of government information sharing legislation in China and South Korea,this paper combs the problems existing in the current legal regulation of government information sharing,and puts forward some opinions on how to further improve the legal construction of government information sharing in combination with the enlightenment of relevant laws and policies in South Korea.First of all,we should clarify the relevant provisions on the sharing of authorized institutions and social organizations,and clarify the scope and mode of sharing.Improve the basic provisions on government information resources,and improve the attributes,ownership and extension provisions of government information resources.Add the system provisions on the suspension and cancellation of sharing when the shared information is improperly used in the process of government information sharing.Strengthen the supervision of government information resource sharing activities,clarify the subject of government information sharing supervision,and enrich the way of responsibility.Further improve the protection of personal information involved in the process of government information sharing,and give citizens the right to protect personal information involved in the process of sharing.Then improve the efficiency of government service,enhance the awareness of government service,improve the legal system of government information sharing,and promote the construction and development of national digital government as a whole.
