Welfare Resources Go To The Countryside Predicament And The Way To Deal With It

Welfare resources going to the countryside transfers welfare resources to the rural society through various welfare systems,so as to meet the living needs of the most rural needs and the poorest people.Since the reform of agricultural taxes and fees,the country has realized the transformation of resources from "absorbing" to "conveying".With the introduction of various welfare policies,welfare resources have also begun to enter the rural society in large numbers.From the minimum living allowance system for farmers to the targeted poverty alleviation policy to the current "four guarantees" policy,welfare resources to the countryside play an important role in solving the problem of rural poverty,but they also face many difficulties and challenges in the process of sending welfare resources to the countryside.In this article,taking H Village of L Town as an example,on the basis of literature analysis,case analysis and system theory analysis,it is proposed that after welfare resources go to the countryside,they are faced with the generalization of the supply of welfare resources,the implementation deviation of welfare policies and the "mismatch" of welfare resources,and from the interaction between the state,grass-roots organizations and rural society,the three subjects to analyze the plight of welfare resources to the countryside,through the analysis,it is found that the national unified welfare policy and rural society,the self-protection tendency of grassroots organizations and the lack of action ability,and the reaction of rural society on welfare governance are the reasons for these difficulties,finally,the corresponding solutions are put forward from the three different subjects.To solve the dilemma of welfare resources to the countryside,we should not only improve the national certification ability of welfare resources,but also enhance the administrative publicity of grass-roots organizations.Finally,we should re-build the power and responsibility system of rural society.Only the benign interaction between the three subjects can finally make welfare resources play a real role in the rural society.
