Chinese representation in the United Nations is an important issue in the post-war relations between the major powers. In the international context of the Cold War,although the Soviet Union basically supported the restoration of Chinese representation in the United Nations, due to the influence of the changes in the Soviet-American relationship,it showed three positions: active support, limited support and negative support. This paper aims to investigate the Soviet Union’s position and actions on the restoration of Chinese representation in the United Nations from the perspective of the changes in Soviet-American relations,so as to further reveal the motives and consequences of Soviet behavior and enrich the study of post-war major power relations. The paper includes introduction, text, conclusion and references. The text is divided into three parts and discusses in stages the change of Soviet Union’s position on the restoration of Chinese representation in the United Nations under the background of the change of Soviet-American relations,as well as the motivation and consequences of Soviet Union’s behavior.First, during the period of fierce Soviet-American confrontation(1949-1955),the Soviet Union actively supported the restoration of Chinese representation in the United Nations. It not only actively sponsored the restoration of Chinese representation in the United Nations, but also created opportunities for the resolution of the issue on many occasions. The Soviet Union’s active support was intended both to consolidate friendly relations between China and the Soviet Union and to improve the Soviet Union’s unfavorable position in the United Nations, and its active support during this period played a good propaganda role.Second,in the early years of Soviet-American detente(1956-1963),the Soviet Union took a limited support position on the restoration of Chinese representation in the United Nations, and kept going back and forth on whether to be a sponsor or not,and stopped taking the initiative to create opportunities to solve this issue. The Soviet Union’s limited support actually eased the pressure on the United States to maintain its policy and to some extent damaged Chinese interests, but its limited support still made the issue of Chinese representation in the United Nations move in China’s favor. Finally, during the period of both confrontation and dialogue in Soviet-American relations(1964-1971),the Soviet Union passively supported the restoration of Chinese representation in the United Nations. It stopped being a sponsor and rarely spoke in the debate of the United Nations General Assembly, but in order to weaken the United States’ power in the United Nations,it still voted for the restoration of Chinese representation in the United Nations.Despite the passive support of the Soviet Union, the issue of Chinese representation in the United Nations was finally solved successfully with the joint efforts of China and the third world countries. From the perspective of weakening the advantages of the United States in the United Nations and enhancing the overall strength of the socialist camp, the restoration of Chinese representation in the United Nations was always in line with the national interests of the Soviet Union,so the Soviet Union always supported the restoration of Chinese representation in the United Nations, and the different policies adopted at different times were adjusted according to the national interests of the Soviet Union.
