As the third category of international actor distinct from states and intergovernmental organizations, NGOs(Non-governmental organizations)have established close relationship with the UN. They are playing a more important role in the UN system by means of providing with consultancy, taking part in the UN conferences, implementing and supervising the UN decision-making process. However, questions have arisen as to their legitimacy and influence. How and in what way to draw the non-governmental organizations into the framework of the UN,how to deal with the relationship between UN and NGOs is the focus of the academic circle in recent years.The author mainly studies the evolvement of UN-NGO relationship. Beginning with NGO's concept, property and feature, and discusses the evolvement of UN-NGO relationship, analyzes the reasons of the UN's reforming its relationship with NGOs, its influence, judges and forecasts the prospect of the cooperation between UN and NGOs, and analyzes factors that affect their relationship. Furthermore, The author also examined the status quo opportunity and challenge of the relationship of NGOs and UN.Though NGOs serve as a fringe in global governance which process is dominated by sovereign states and intergovernmental international organizations, their role in global governance is still essential. UN will be more open to NGOs, the relationship between the two sides will be strengthened in the foreseeable future.
