| This article takes the reserve warehouse of central flood control and drought relief materials in S province as an example.Through literature analysis,case analysis,system theory analysis,collective and individual interviews,field research,and other methods,the entire process of reserve management of central flood control and drought relief materials in its inventory is sorted,summarized,and deeply studied,including management links such as income inspection,daily management,material scrapping,emergency transportation,and material return.It has been learned that in recent years,the Central Flood Control and Drought Relief Material Reserve Warehouse in S Province has effectively fulfilled its job responsibilities,successfully completed the important tasks of increasing the quantity and quality of stored central flood control and drought relief materials,daily management of stored materials,loading and transportation of transported materials,and returning materials to storage,ensuring the accurate quantity,good quality,and safe storage of various central flood control and drought relief materials in the warehouse,The overall work has achieved good results.However,the path to improving management level is distant and endless,constantly improving and advancing with the progress of the times and society.As the last material support barrier for flood control and drought relief work,the management of central flood control and drought relief materials should also keep up with the times and be in line with the actual needs of flood rescue and drought relief work.So,from this perspective,and looking back,there are still some problems in the central flood control and drought relief material reserve management work within S province,such as the insufficient variety of material reserves to meet current needs,inadequate supervision of the use of reserve management fees,insufficient level of material reserve management,and insufficient communication and integration between the central flood control and drought relief material reserve management department and local relevant departments.Based on the overall changes in the situation of flood control and drought relief and the current management situation,a thorough analysis of the reasons has been conducted.The reasons for the above problems have been summarized and summarized,including significant changes in China’s flood control and drought relief situation,the lack of a mechanism for updating reserve material varieties,untimely updates in management systems and unclear division of work responsibilities,unclear operating procedures for relevant links in material reserve management,and graded responsibilities for flood control and drought relief material reserve management.By extension,in order to address the identified issues,optimization of the management of central flood control and drought relief material reserve varieties has been proposed based on the analysis and organization of the reasons(including the establishment of a mechanism for updating the reserve material variety catalog,enriching the central flood control and drought relief material reserve varieties),and revision of the management system based on the situation(including the introduction of new management systems as soon as possible and the clarification of the responsibilities of relevant units)Develop supporting implementation rules(including improving the method for setting the reserve period of reserve materials,further improving the quality inspection and management supervision mechanism,standardizing the operation process of material acceptance,warehousing,and expiration and scrapping,standardizing the work content of material storage management,and introducing a reserve management assessment mechanism),establishing a central and local integration mechanism for flood control and drought relief material reserve management through multiple channels,and strengthening the professional ability and quality training of regulatory personnel,and other countermeasures and suggestions. |
