A Study On The Protection Of Juvenile Legitimate Rights And Interests By The County-Level Communist Youth League Grass-Roots Organizations

Teenagers are the future of the motherland,the hope of the nation.The General Secretary Xi Jinping has repeatedly stressed that it is our greatest wish for children to grow up better.As the bridge and link between the Party and the youth,the Communist Youth League shoulders the glorious duty of representing and safeguarding the legitimate rights and interests of the youth.In recent years,the rights and interests of teenagers have been violated repeatedly,have seriously damaged the physical and mental health of teenagers,has produced a very bad influence on the society.This is a severe test for the Communist Youth League to safeguard the legitimate rights and interests of teenagers,but also shows that the protection of the rights and interests of teenagers in the current social governance in an increasingly important position.The grass-roots organizations of the Communist Youth League at the county level play a connecting role in the national Communist Youth League organizational system.Therefore,it is of great practical significance and value to study the protection of the legitimate rights and interests of young people in the grass-roots organizations of the Communist Youth League at the county level.Y Communist Youth League is a pilot reform of the grass-roots organizations of the Communist Youth League at the county level,and a provincial pilot for the establishment of a "zero crime and zero victimization" community for young people.It has made remarkable achievements in safeguarding the legitimate rights and interests of young people.In 2019,it was named the "May 4th Red Flag Youth League Committee of Shanxi Province",and in 2022,it was named the "National May 4th Red Flag Youth League Committee",creating a good social environment for the healthy growth of young people.As a whole,the problems and challenges in protecting the legitimate rights and interests of teenagers in Y Communist Youth League organization are representative and typical.Taking Y city as a typical case,this paper studies the Protection of juvenile legitimate rights and interests by the County-level Communist Youth League grass-roots organizations,centering on the problems of insufficient integration of organizational and human resources of the Communist Youth League organization in safeguarding the legitimate rights and interests of teenagers,actively explore a new path for the protection of the legitimate rights and interests of teenagers.This paper mainly carries on the detailed analysis research from the following four chapters:The first chapter mainly summarizes the relevant concepts and basic theories of the protection of the legitimate rights and interests of the youth by the Communist Youth League organization,and explains in detail the basic content of the protection of the rights and interests of the youth by the Communist Youth League organization and the urgency of strengthening the protection of the legitimate rights and interests of the youth by the Communist Youth League organization.The second chapter focuses on the analysis of the protection of the legitimate rights and interests of teenagers by the Communist Youth League organization of Y city,and sorted out the configuration of the Communist Youth League organization of Y city,the main measures and effects of protecting the legitimate rights and interests of teenagers.The third chapter mainly to explore the problems and causes of the protection of the legitimate rights and interests of the youth league organizations in Y City.It is believed that there are five problems: the working mechanism for the protection of the rights and interests of young people is not perfect,the integration of resources for the protection of the rights and interests of young people is not enough,the progress of the protection of the rights and interests of young people is slow,the realization of the rights and interests of young people is uneven,and the phenomenon of infringement on the legitimate rights and interests of young people still occurs from time to time.The reasons are as follows: there is a deviation in the overall understanding of the protection of the rights and interests of young people,the organizational system of the rights and interests of the Communist Youth League is not yet sound,the construction of the rights and interests team of the Communist Youth League is relatively lagging behind,the construction of the grass-roots organizations of the Communist Youth League is weak,and the publicity and education of the protection of the rights and interests of young people is insufficient.The fourth chapter mainly based on front-line work practice,In view of the problems and causes analyzed,the corresponding more universal countermeasures and suggestions are put forward.One is to improve the working mechanism of safeguarding the rights and interests of teenagers so that the county Communist Youth League grass-roots organizations can participate in and manage the whole process of safeguarding the rights and interests of teenagers;Second,improve the organization system for grassroots rights and interests of the county Communist Youth League,so that the protection of the rights and interests of the teenagers form a systematic project;Thirdly,cultivate and strengthen the professional talent team for the work of the legitimate rights and interests of the county Communist Youth League grass-roots organization’s work to make up for the lack of professional cadres in psychology,law and other industries;Fourth,strengthen the construction of grassroots organizations of the county Communist Youth League,realize the full coverage of rights and interests of urban and rural grassroots organizations of the Communist Youth League organization’s work,and open up the last mile of service for teenagers;Fifth,strengthen the propaganda and education of the protection of the legitimate rights and interests of teenagers by taking advantage of the main position on campus,expanding the educational approaches to protect the legitimate rights and interests of teenagers,and carrying out multi-party joint educational activities.Taking Y city as a typical case,this paper studies the protection of the legitimate rights and interests of teenagers organized by the Communist Youth League at the county level,summarizes some practical countermeasures and suggestions,with a view to provides more intellectual support for improving the protection of the legitimate rights and interests of teenagers by the county Communist Youth League grass-roots organizations.
