| With the deepening of poverty governance,new features such as structural poverty,multidimensional poverty,and developmental poverty have emerged.These new features have brought huge adjustments to poverty governance work.In the post-poverty alleviation era,more emphasis is placed on multi-domain and multi-subjects of mutual cooperation.Most Chinese scholars study targeted poverty alleviation from a macro perspective,mainly on the problems and mechanisms of targeted poverty alleviation,and lack of research on the participation of multiple subjects in targeted poverty alleviation.Based on the theo ry of multi-center governance,this study analyzes the case of multi-subject co-governance in Guangxi X District.According to the current situation of multi-subject co-governance in X District,it finds its existing problems and reasons,and provides a co mprehensive understanding of the multi-subject co-governance of poverty governance.The path is explored to provide reference for relative poverty governance and rural revitalization in the post-poverty alleviation era.The study found that in the targeted poverty alleviation work in X District,multiple governance bodies include the government,enterprises,social organizations,and poverty alleviation objects,and their common goal is to achieve targeted poverty alleviation in X District.In this process,the government is leading,with the assistance and participation of enterprises and social organizations.The government leads multiple subjects to participate in targeted poverty alleviation through policy implementation,investment guarantee,facility construction,financial subsidies,and social security.Enterprises provide assistance by developing characteristic industries,providing skills training,providing jobs,promoting financial services,donating poverty alleviation materials,and selling agricultural products on an agency basis.Social organizations provide assistance in the form of consignment sales of agricultural products,material donations,assistance with household registration,and employment guidance,while poverty alleviation targets participate in targeted poverty alleviation in the form of capital investment,land investment,participation in training,and labor employment.This paper believes that although multiple subjects in my country have jointly participated in the targeted poverty alleviation and governance,they have not yet achieved the expected results.The main reasons are:first,it is difficult to give full play to the advantages of multiple subjects(absence,offside and dislocation of the government;passive participation of market players in poverty alleviation;limited ability of social organizations to participate in poverty alleviation;insufficient participation of poor objects);second,cooperation among multiple subjects The mechanism is not perfect(the concept of cooperation among multiple subjects is weak;the trust mechanism between multiple subjects is insufficient);the third is the imperfect construction of the information platform mechanism for multi-subject cooperation(the information communication between multiple subjects is not smooth;the overlapping of information among multiple subjects;poverty governance needs The subject passively obtains information);fourth,the supervision mechanism of multiple governance subjects is not perfect(each poverty go vernance subject lacks a supervision mechanism for the government;there is no mutual supervision mechanism among multiple co-governance subjects).Combined with the analysis of the dilemma and reasons of multi-subject co-governance in my country’s targeted poverty alleviation,this paper proposes four levels of suggestions for my country’s multi-subject co-governance poverty governance,including optimizing the policy system,improving the interest coordination mechanism,improving the guarantee mechanism,and strengthening the supervision mechanism.The first is to optimize the policy system: strengthen and refine the role of each subject,encourage multiple subjects to participate in poverty governance,and promote the de-administrative reform of social organizations;the second is to improve the level of interest coordination: cultivate the awareness and ability of multiple subjects to cooperate,build coordination among multiple subjects The third is to improve the guarantee mechanism level: improve the legal guarantee of multi-subject cooperation and co-governance,build a resource integration mechanism between multiple subjects,and strengthen the funding guarantee for multi-subject cooperation and co-governance;the fourth is to strengthen the supervision mechanism level: strengthen the mutual cooperation between various subjects.Supervision and management,improve supervision methods and multiple supervision channels. |
