Since the 18 th National Congress of the CPC,under the new requirements of high-quality development,the development zone has increased a lot of functional and service work,and the limited establishment makes the problem of lack of working manpower more and more prominent,and the recruitment of extra-staff has become an inevitable trend of development.There is no clear management basis for non-staff personnel in various governments,enterprises,and institutions.The ability and motivation of non-staff personnel to work are limited,and their effectiveness is limited.Many units have been caught in the management dilemma of rising employment costs and declining employment quality to varying degrees.Therefore,it is crucial to strengthen research on the motivation of non-staff personnel.This article discusses the rationality and necessity of using non-staff personnel through a survey of Taiyuan Zhongbei High and New Technology Industrial Development Zone,and analyzes the problems existing in the management and incentive mechanism for non-staff personnel from multiple perspectives through a survey of the current situation of management and incentive for non-staff personnel in the development zone,mainly including salary equalization,formal assessment,popular training,narrow change channels,and weak emotional incentives,These have seriously affected the security and sense of belonging of non staff members to the development zone,and restricted their work initiative and enthusiasm.On the basis of full investigation and research,this paper carefully analyzes the core concepts of the hierarchy of needs theory,two-factor theory and achievement needs theory,learns from the advanced experience of other development zones,sticks to the problem oriented and goal oriented countermeasures and suggestions,first of all,to establish a scientific and reasonable recruitment mechanism and exit mechanism,strictly control the "entrance",break the "iron rice bowl";Secondly,it is necessary to improve the assessment,promotion,and compensation mechanisms for non staff,and strengthen material incentives;Third,we need to expand incentives,pay attention to the spiritual needs of non staff,and give play to the effect of non material incentives.
