As the legal supervision organ in China,the procuratorial organ plays an irreplaceable role in promoting the construction of China under the rule of law,and plays a very important role in the production and life of the people.Maintaining social fairness and justice is the duty and mission of procuratorial organs.With the continuous acceleration of the process of building a socialist country under the rule of law,the judicial system has been unable to fully adapt to the requirements of the new situation.Therefore,the reform of the judicial system,with the judicial responsibility system as the head and four main contents,has been deepening.It is expected that the reform will safeguard judicial justice and ensure the independent exercise of judicial power.As one of the main contents of the reform of the judicial system,personnel classification management is directly related to the vital interests of each procurator.It is a "hard nut" to crack in the reform of the judicial system.It requires hard work to build an excellent procuratorial team,so as to promote the high-quality development of procuratorial business and ensure the overall improvement of judicial credibility.The classified management of procuratorial personnel has been carried out for more than six years with the reform process,and has achieved certain results,but also exposed some problems,which need to be adjusted in order to better promote the development of procuratorial work.Based on this,this paper selects the procuratorate of X City as the research case,uses the relevant knowledge of public management to conduct in-depth analysis of the practice of procuratorial personnel classification management,sorts out and summarizes the problems exposed in the procuratorial personnel classification management of the procuratorate of X City,and explores effective countermeasures,hoping to provide a feasible reference idea for the next reform of the procuratorate of X City and even similar municipal procuratorates in the country.By studying the practice and current situation of implementing classified management of procuratorial personnel in X City Procuratorate,this paper found some problems such as passive work of some procuratorial personnel,more prominent contradiction of having fewer people to handle cases,incomplete implementation of the case responsibility system,continuous decline in professional identity and cohesion of the procuratorial team,and difficulties in the exchange and transfer of procuratorial personnel.After analysis and exploration,it is found that the causes of the problems include the large difference in salary and treatment of three types of procuratorial personnel,the insufficient allocation of total personnel,the unreasonable distribution ratio of three types of procuratorial personnel,the immature supporting measures of "responsibility system of procuratorial personnel",the change of identity makes it difficult for procuratorial personnel to adapt to,and the mechanism of mutual exchange and transfer of procuratorial personnel is not perfect.To this end,this paper proposes to improve the procuratorial personnel salary promotion mechanism;Scientific optimization of personnel structure;Improve the judicial responsibility system and other related supporting measures;Strengthen the internal motive force and team cohesion of procuratorial organs by cultural construction;We will establish an orderly transfer mechanism for all types of procuratorial personnel.
