Study On The Predicament And Way Out Of Urban Community Residents’ Autonomy

With the rapid development of the city,the types of urban communities present a diversified trend.As a part of grassroots governance,the influence of community governance is increasing dramatically,and the needs of community residents are increasingly complex.Community governance faces multiple challe nges and becomes increasingly administrative.Promoting the autonomy of urban community residents and optimizing the governance mode of urban community are the objective needs of current grassroots governance.How to further resolve the dilemma of urban community residents’ autonomy and improve the countermeasures of urban community residents’ autonomy have become the urgent problems to be solved.This study includes the following contents:The first part,by combing the existing research results and understanding the connotation of urban community residents’ autonomy,based on the governance theory and the new public service theory,firstly starts from the current de velopment course of urban community residents’ autonomy in our country,explores the evolution course of residents’ autonomy,and then elaborates the development status and results of urban community residents’ autonomy in our country.Finally,it discusses the inevitable significance of developing urban community residents’ self-governance in the construction of grassroots democracy and social governance.In the second part,J community,Anyuan District,Pingxiang City,is selected as the object of empirical investigation.By analyzing the operation status,operation mechanism and operation effect of residents’ autonomy in this community,it is summarized that the difficulties of residents’ autonomy operation in J community of Anyuan District mainly come from four aspects: low efficiency of community residents’ participation,single source of residents’ autonomy resources,disorder of community rule of law construction and disorder of community autonomy organizations.In the third part,the reasons for the dilemma of J community residents’ autonomy operation in Anyuan District are mainly attributed to four parts: system,platform,subject and resources,that is,the lack of effectiveness and enforcement of community residents’ autonomy system,the unbalanced development of community residents’ autonomy platform,the lack of ability of community participants,and the failure of integration and transformation of community internal resources.The fourth part,aiming at the above problems,based on the successful experience of residents’ autonomy in J community of Anyuan District,analyzes the expected state of residents’ autonomy in this city.This paper proposes practical paths to optimize urban community residents’ autonomy from five aspects: perfecting the structure of J organization and neighborhood committee,cultivating the mechanism system related to residents’ autonomy,planning the constructi on of community autonomy platform,cultivating the level of participants,and integrating resources.This paper always upholds the guiding role and practical significance of giving full play to the theoretical basis for the improvement of community residents’ autonomy,and provides a new theoretical perspective for the improvement of urban community residents’ autonomy at the present stage,so as to achieve the ultimate goal of urban community residents’ autonomy,which has certain practical significance.
