Research On The Government Management Mechanism In Urban Community Resident Autonomy In Hebei Province

In June 2017,the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Strengthening and Improving Urban and Rural Community Governance"（Zhongfa[2017]No.13）,the Hebei Provincial Government actively responded to the call of the central government,and jointly issued the "Implementation Opinions on Strengthening and Improving Urban and Rural Community Governance" in conjunction with the Hebei Provincial Party Committee in the same year,it has laid a policy foundation for the development of the management mechanism of the urban community residents’ autonomous government.At the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China held in 2019 and the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China held in 2020,it was clearly stated that a vigorous grassroots mass self-governance system should be improved,and everyone should be responsible and everyone should be established.A social governance community where everyone fulfills their responsibilities and everyone enjoys it,must improve the social governance system of coconstruction,co-governance and sharing.During this period,governments at all levels in Hebei Province paid attention to the construction of the management mechanism of urban community residents’ autonomous government.In September 2019,the General Office of the CPC Hebei Provincial Committee and the General Office of the Hebei Provincial People’s Government jointly issued the "Guiding Opinions on Straightening the Property Management System and Mechanism to Strengthen Urban Community Governance in the New Era",three prefecturelevel cities in Hebei Province are selected to construct the management mechanism of urban community residents’ autonomous government,and some achievements have been made.But on the whole,there is still a big gap between the self-government management mechanism of urban community residents in Hebei Province and foreign developed countries and some developed regions in my country,and the theoretical research and practical cases are not enough.Therefore,it is necessary to optimize the management mechanism of the urban community residents’ autonomous government to promote the urban community residents’autonomy in Hebei Province to a new stage of development.In order to optimize the construction of the government management mechanism in urban community residents’ autonomy in Hebei Province,the paper firstly summarizes the research status of domestic and foreign research on urban communities,urban community residents’autonomy,government management mechanisms,and urban community residents’ selfgovernment management mechanisms.Then,based on the governance theory,community development theory,humanistic location theory and new public service theory,it defines the concept of urban community residents’ autonomous government management mechanism in the paper.And take the government management mechanism in the urban community residents’autonomy in Hebei Province as the research object to discuss.After summarizing the status quo and achievements of the management mechanism of the urban community residents’autonomous government.At present,there are four problems in which the main body status of residents in the power generation mechanism is not fully reflected,the degree of residents’participation in the discussion mechanism is not high,the intelligent platform construction in the coordination operation mechanism is not perfect,and the rules and regulations in the legal supervision mechanism are incomplete,and found the cause.At the same time,it compared and analyzed the experience of the management mechanism of the urban community residents’autonomous government in the United States,Japan,Singapore and the domestic Hunan,Shanghai,Zhejiang,Heilongjiang provinces.This paper proposes targeted countermeasures and suggestions for improving the power generation mechanism,integrating the participation and discussion mechanism,improving the coordination operation mechanism and improving the legal supervision mechanism for the management mechanism of the urban community residents’ autonomous government in Hebei Province.It is helpful to optimize the autonomous environment of urban community residents in Hebei Province,cultivate the public spirit of community residents,and improve the self-governance ability and level of community residents.It has practical significance for promoting the healthy development of the management mechanism of the urban community residents’ autonomous government in Hebei Province.
