In recent years,with the impact of the armed conflict between Russia and Ukraine,political instability,abnormal climate and the COVID-19,the situation of global food security has deteriorated rapidly.Food is vital to national transportation and people’s livelihood,and food security is an important basis for national security.General secretary Xi Jinping have repeatedly stressed that food security is The Great One.There should be no carelessness on the issue of food security."We should not think that if we enter industrialization,the problem of eating is unnecessary,and we should not rely on the international market to solve it." "We should take precautions,always tighten the string of food security,and always adhere to the principle of taking ourselves as the main force,basing ourselves on the domestic market,ensuring production capacity,appropriate imports,and scientific and technological support".To this end,the Food and Materials Reserve Bureau of W City has set up a special fund for grain in X City to support the development of grain and oil enterprises,guide high-quality grain and oil production,encourage socialized grain storage,improve the emergency supply network of grain and oil,so that improve the food security level of the city.Based on the principal-agent theory,the result oriented theory and the "4E" principle,this paper uses the author’s working conditions in the grain special fund use department of W City to research the performance evaluation of the grain special fund.Firstly,this paper introduces the basic situation of W City’s special grain funds,the development process and actual situation of performance evaluation.Secondly,through the case analysis method,the paper deeply analyzes the process of performance evaluation of W City’s grain special funds,which finds that there are many problems.Finally,this paper proposes the corresponding optimization path point at the problems found above.In the performance management mechanism:strengthen the construction of the performance evaluation system,improve the working mechanism of the NPC leading third-party participation,and strengthen the performance operation monitoring.In the aspect of talent team construction: establish a regular training mechanism and a performance evaluation expert database.In the aspect of the performance indicator system,the performance indicators are selected through the AHP and the Delphi method,and the indicator weight is determined.In aspect of the application of performance evaluation results: establish a mechanism linking performance evaluation results with fund allocation,and promote the public disclosure of performance evaluation results.Through the measures above,comprehensively standardize and improve the performance evaluation,improve the use performance of special funds for food in W City,and promote the food security level in W City to further improve.
