At present,as the pillar industry of the national economy,the engineering industry is becoming more and more mature.In order to adapt to the development requirements of the new era,the state is vigorously and comprehensively promoting the adoption of the EPC model for all types of government projects.Meanwhile,in recent years,the Department of Housing and urban-rural development of Zhejiang province has issued implementation guidelines to promote EPC development,explicitly stating that the application of the EPC model in government investment projects should be strengthened.Based on the theoretical research and Case Analysis of EPC project by domestic and foreign scholars,this paper uses case analysis method to compare the role orientation of other EPC projects in the whole life cycle of the project,taking project a of P County as an example,it is concluded that there are three problems in the role orientation of the institution-type construction agent in the Project A of P county,which are lack of decision-makers,managers and supervisors,mainly because of the lack of understanding of the design role,lack of attention to the role of standard-setting,the role of managers and implementer confusion and other reasons.Based on the analysis of the above issues,the paper puts forward the following suggestions on the precise positioning of the agency in the government EPC project: 1.Pay attention to the early decision-making.The enterprise agent should be involved in the management of EPC project from the feasibility stage,the service period of preliminary design contract should be extended to the stage of construction drawing,and the third party should be introduced into the whole process follow-up audit.2.Contract Management.Set up special contract management mechanism,bring in legal counsel,set up contract performance evaluation system,share data with other departments,restrain EPC general contractor effectively.Change the management concept.Do a good job of functional transformation,from direct management to supervision and management;strengthen internal supervision,the unit set up internal supervision team.4.Strengthen win-win cooperation.The establishment of communication system is conducive to communication,clear responsibility;the establishment of construction agency effect evaluation system,improve the service level of institutions agent.
