Grassroots governance is still a major challenge facing our country.As the first line of defense for resolving conflicts,the public mediation system should provide the necessary strength at the grass-roots level of government.The public mediation system has existed as a social management mechanism since its birth.People’s mediation systems have many tasks,such as dispute resolution,dispute prevention,advocacy,and education.Although various dispute settlement systems have not yet been established,the improvement of the public mediation system has been relatively mature.However,in recent years,people’s mediation system has been restricted by various factors,and its effectiveness has been affected to a certain extent.The current mass mediation system faces many difficulties in this process.First,the lack of people’s power mediation system is the interference of administrative and judicial authorities in the people and the organization of the mediation process.On the one hand,it weakens the authority of public mediation and reduces the possibility of social resources participating in social management.On the other hand,social governance has increased its dependence on national governance resources.The decline in the power of public mediation has in turn strengthened the dependence of administrative and judicial departments on public mediation.The main reason why people’s political power weakens the mediation system is that people’s mediation system is not clear in practice and the goal is misplaced.Autonomy and the people’s mediation system have been ignored.Secondly,the public mediation system cannot form a joint force with other public management mechanisms.The main reason is that people do not consider mediation in the context of people’s governance,ignoring consensus mediation and people’s governance among the people,which leads to a certain degree of neglect of political and social task mediation.Once again,there is a lack of standardization in the construction and protection of organized mediators,as people’s mediation systems are poorly designed,which reduces their active mediation.For example,the mechanism for selecting people’s mediators is inseparable from practice.The unreasonable work subsidy system for people’s mediators makes it difficult to implement the wage security system,which in some cases increases the difficulty of implementation.Dispute resolution systems such as the mass mediation system lack a linkage mechanism,and conflicts cannot enter relevant dispute resolution mechanisms,further exacerbating the backlog of litigation.Fourth,social change has led to a lack of response to the mediation system.In recent years,conflicts caused by social change have shown complex and comprehensive characteristics.For example,collective disputes caused by land confiscation and demolition,construction of new rural areas,urban construction,and institutional reform often require many people to resolve them together.Government,which is also one of the challenges facing the people’s government in the new era.Although the popular dispute resolution mechanism,the popular mediation system,is at the forefront,the current mediation committee does not have the ability to coordinate various departments,resulting in a continuous accumulation of disputes.To solve the above problems,it is necessary to proceed from the basic connotation of grassroots mediation,adhere to comprehensive institutional guidance,and people’s autonomous mediation.We must continue to advance the experience of wind vane,use people’s power and rules as resources for resolving disputes,and make full use of civil mediation in self socializing,the rule of law,and the rule of law "Grassroots,power,and other social management resources,reduce the resource burden of national governance,and innovate social management models.".Secondly,this model uses a cooperative model to construct a basic approach for people’s mediation,in order to solve the problem of inadequate response of people’s mediation systems to social change.By purchasing services from the government,attracting more technical talents to join the mass mediation team,improving the professional ability of mass mediators,protecting the basic rights and interests of mass mediators,and strengthening the construction of mass mediation teams.Finally,we need to improve the system support mechanism,improve the mechanism for selecting,training,and motivating mediators,establish a mediation team with professional and civilian authority,and establish online mediation platforms,enhance interaction with other dispute resolution systems,and place public mediation systems in various dispute resolution mechanisms to play a full role Its political and social functions provide a common governing force at the grassroots level.
