Research On The Improvement Countermeasures Of Government Service Evaluation System Of Changchun

The introduction of government service evaluation system conforms to the needs of service-oriented government construction,and is conducive to promoting democratic participation,strengthening external administrative supervision and improving the efficiency of government services.Since the government service evaluation system was proposed in2019,local governments at all levels throughout the country have made institutional innovation according to the actual situation,formulated relevant system specifications in combination with the national standards of government service,started to implement the government service evaluation system on online government service platforms and physical government service institutions.Although the government service evaluation system has some achievements since its introduction,there are still some problems in the actual operation process,which to some extent reduces the effectiveness of the system.This paper takes the government service evaluation system of Changchun as the research object,takes the path dependence theory,the public value management theory and Scott’s organizational system theory as the theoretical basis to analyze the problems,reasons and improvement countermeasures of the government service evaluation system of Changchun.By using the methods of questionnaire and in-depth interview,this paper investigates the public’s cognition and satisfaction with the the operation of government service evaluation system of Changchun from the perspective of public demand.The research found that there is a deviation between the government service evaluation system of Changchun and the target in the operation process.Specifically,the degree of information disclosure of government service evaluation needs to be improved;the connection between evaluation results and reward-penalty mechanism is insufficient;too many positive comments are difficult to improve government service performance;the docking of evaluation systems and data sharing are blocked.This paper holds that the main reasons for the problems of government service evaluation system of Changchun are the incomplete evaluation information notification system exacerbates information asymmetry,the lack of attention to the application of rewards and punishments for evaluation results,the public has adaptive expectations for the existing performance evaluation system and the dilemma of cross-department collaboration leads to data sharing barriers.In order to break through the inefficient locking state of government service evaluation system of Changchun,and to promote public participation,this paper puts forward some countermeasures,which include improve the regular notification system of evaluation information and improve results feedback ability;attach importance to reward and punishment assessment,give play to the incentive role of "weak ranking";further open evaluation channels and enrich evaluation methods;cultivate performance cultures between the government and the people by public value;improve evaluation data collection standards and promote the provincial evaluation system.
