"One Village (Ge) One Police" Police Mode Runs The Status Quo

The grass-roots community represented by village(grid)is an important part of the new era and new journey to build a co-construction,co-governance and sharing social strategic goals.In order to respond to the strategic needs of strengthening grassroots social governance in the era of the new journey,to solve the increasingly complex grass-roots community governance problems,the "one village(grid)and one police" police model is the continuation of the "maple bridge experience".Promotion.However,at this stage,the research on the police model of "one village(grid)and one police" is mainly based on theoretical analysis and case analysis,and the system evaluation of the "one village(grid)and one police" police model insufficient.Therefore,how to build an evaluation system for the operation status of the "one village(grid)and one police" police model and systematically improve the police model governance with the evaluation method.In this context,based on the collaborative governance theory,combined with the embeddedness theory and the policy process theory,and based on the systematic review of relevant domestic and foreign studies,this paper conducts theoretical analysis,weight determination and model test.Finally,the evaluation index system of the operation status of the "one village(grid)one policeman" police mode was constructed,which included four first-level indicators,ten second-level indicators and thirty third-level indicators.On this basis,this paper takes Henan Province as the research object,and through the specific application of the evaluation model and in-depth interview,finds out the main practical dilemmas of the "one village(grid)one police" mode of policing: weak operation engine,weak operation mechanism and out-of-order operation process.At the same time,in view of the above problems,this paper puts forward specific optimization paths from six aspects: building consensus of ideas,achieving capability advancement,making up institutional gaps,implementing security system,creating embedded collaborative system and constructing "fine" management mode,so as to provide perfect governance schemes for serving the rural revitalization strategy,promoting the modernization of grassroots social governance and building a higher level of safe China.
