Research On The Improvement Of The Governance Efficiency Of Community Policing In Border Areas

Border security is an important component of national security.In recent years,the construction of safe border areas has played an important role in strengthening the awareness of the Chinese national community and maintaining border security.In the process of promoting safe border areas,the construction of community policing by public security organs has played a very important role.Studying community policing in border areas has important theoretical and practical significance for understanding grassroots social governance in border areas and the operational mechanism of building a safe China.This article aims to explore the enhancement of community policing governance efficiency in Inner Mongolia Autonomous Region as a starting point.It explicates the role and position of public security organs in constructing a social governance pattern of co-construction,co-governance,and resource sharing.The article highlights the practical experience and proposes measures for improving the practice of border security governance in the new era.This article commences by expounding the concepts of community policing and governance effectiveness,and providing a definition of community policing governance effectiveness.It then employs various analytical methods,including element analysis,questionnaire survey,and case analysis,to investigate the factors,connotations,problems,and underlying reasons associated with each element involved in the governance activity of community policing in border areas.The theoretical framework of social governance community and collaborative governance is utilized as a theoretical foundation,with the ongoing "two teams and one room" community policing reform in Inner Mongolia Autonomous Region serving as a case study.The objective of this study is to examine how to enhance the effectiveness of community policing governance in border areas.This article explores the historical context and implementation status of community policing in Inner Mongolia Autonomous Region,with a focus on the governance effectiveness of community policing.The study analyzes the factors,connotations,problems,and reasons reflected by each element in the governance activity of community policing in border areas,using element analysis methods,questionnaire survey methods,and case analysis methods.The theoretical support of social governance community and collaborative governance is used to investigate the "two teams and one room" community policing reform currently being implemented in Inner Mongolia Autonomous Region,with the aim of improving the effectiveness of community policing governance in border areas.The study identifies four elements of governance effectiveness: motivation,subject,institutional mechanism,and methods.The motivation for improving governance efficiency is summarized as social transformation,information technology development,and organizational development.The subject aspect is divided into functional subjects and social subjects,while the elements of institutional mechanisms are mainly divided into work mode,operation,and guarantee mechanism.In terms of methods and methods,Party building is the fundamental guidance.By strengthening the functions of security and resolving conflicts and disputes,mass prevention and governance can be achieved,fully utilizing information technology construction methods,and carrying out related work such as handling mass business.The study conducts a questionnaire survey to analyze the problems in the process of community policing construction in Inner Mongolia Autonomous Region and identifies the reasons affecting governance efficiency.These include insufficient motivation for improving governance efficiency,insufficient police capacity,inflexible operation of institutional mechanisms,and insufficient innovation ability in methods and methods.The study proposes countermeasures and suggestions for improving the governance efficiency of community policing in border areas.These include adhering to the leadership of the Party,putting the people at the center,constructing a governance efficiency improvement model of community consultation and deliberation,and eliminating barriers in the process of improving the governance efficiency of community policing.The study also proposes establishing a community policing governance community of co construction,co governance,and sharing,innovating the working mode and operating mechanism of community policing,and ensuring the achievement of efficiency through scientific evaluation.These measures will effectively promote the modernization of community policing in border areas.
