| The comprehensive law enforcement of market supervision is an important means to promote the modernization of market supervision and management system and management ability,and also an important guarantee to ensure the orderly market competition.With the continuous promotion of the comprehensive law enforcement reform of market supervision,the grass-roots market supervision departments assume more and more functions and the law enforcement field is wider and wider.Especially after the Covid-19 pandemic in 2020,a large number of micro-small enterprises went bankrupt and the economic development momentum is seriously insufficient.At the same time,the number of flexible employment groups based on the network platform,such as live broadcast,short video and express delivery,has greatly increased.The comprehensive administrative law enforcement ability of market supervision is facing a new round of severe challenges.Therefore,this paper focuses on the research on the comprehensive administrative law enforcement capacity of basic market supervision.Taking Sichuan Y County Market Supervision Bureau as the research object,this paper investigates and analyzes the current situation of the comprehensive law enforcement ability of Y County market supervision through literature research method,questionnaire survey method and on-the-spot investigation method.Based on the analysis of the composition of the comprehensive law enforcement ability of the grass-roots market supervision through the theory of administrative efficiency,the theory of government execution power and the theory of competence,it is proposed that the organization construction ability,the administrative ability according to the law,the competence of the law enforcers and the law enforcement guarantee ability are the main constituent factors of the comprehensive law enforcement ability of the grass-roots market supervision.To YCounty market supervision comprehensive law enforcement capacity building proposed targeted countermeasures and suggestions.Through investigation and analysis,it is found that the market supervision department of Y County still has the following problems: the organizational construction capacity is difficult to support the efficient operation of the comprehensive law enforcement agency,the administrative capacity according to law is still in gap with the standardized construction requirements,the competence of law enforcers is not matched with the continuously improved comprehensive law enforcement requirements,The law enforcement guarantee ability lags behind the need of comprehensive administrative law enforcement.The main reasons for these problems are that the local government doesn’t pay enough attention,the allocation of human resources is unreasonable,the function division is not clear,the standardization construction is not enough,the training and education is not in place,and the system guarantee is not enough.These phenomena are universal among the grass-roots market supervision departments.Therefore,this paper puts forward feasible suggestions on how to improve the comprehensive law enforcement ability of market supervision in Y County from the four aspects of speeding up the reform process,optimizing resource allocation,promoting the construction of the rule of law,enhancing the level of law enforcement,strengthening the training and education,improving the comprehensive quality,strengthening the security and enhancing the confidence of law enforcement.Promote China’s comprehensive law enforcement reform to take effect. |
