| Community is an important foundation and unit of urban grass-roots governance.Under the "trinity" organizational structure of community Party committee,community neighborhood committee and community service station,the community is burdened with administrative functions that cannot be separated.In addition,with the continuous diversification of grassroots interests claims,the awareness of mass supervision has been raised,facing the dilemma of both government assessment and mass supervision.The low salary and career limitation also affect the healthy development of community workers.In particular,during the COVID-19 pandemic from 2019 to 2022,communities,as the front line of epidemic prevention and control other than medical workers,the community further assumed the responsibility of securing public health,and played a crucial role in preventing the spread of the epidemic.However,the huge workload brought by the epidemic has posed a severe test to the community workers.The worry about the career development is accompanied by the slow reform of salary level,working environment,promotion path and management mechanism,leading to the phenomenon of job burnout such as decreased enthusiasm and negative attitude among community workers,which has laid a hidden danger to the sound development of community workers and the efficient operation of grassroots governance.In order to find out the real situation of community workers’ job burnout,this study selected community workers in P street in the central urban area of Beijing as the research object.The same sample of community workers were investigated with Maslach Burnout Inventory-General Survey(MBI-GS)to conduct a comparative analysis on their job burnout situation before and after the "relaxation" of the epidemic control policy.It was found that most of the community workers in P Street had mild job burnout,mainly manifested in the "emotional exhaustion" dimension,and the "relaxation" of the epidemic control policy has greatly alleviated the degree of job burnout.Through in-depth interviews,relevant personnel from communities and the street share their opinion on current situation of job burnout and its causes from their own perspective,this study summarizes 13 factors from three levels of individuals,organization and society.Based on this,this study carried out a survey on the intervention direction of job burnout for the same sample.According to the survey results,this study believes that job burnout can be intervened through three levels of social guidance,organizational support,and individual role,and nine intervention suggestions from three aspects are put forward according to the perspective and method of human resource management. |
