The team of community workers is an important part of the community construction,especially in the prevention and control of the new coronavirus epidemic in 2020,the community workers are constantly rushing to the front line,forming a solid triangle with medical and nursing personnel and public security to prevent and control the epidemic,compared with the affirmation of the medical staff,the stability of the public security personnel,the situation of the community personnel is relatively awkward,and they pay more but are not recognized.The composition of the community mainly includes the personnel of the two committees,the grid personnel and the public welfare posts,and the treatment is not high,poor stability.The author has worked in the sub-district office for 7 years,and is familiar with the work of the sub-district and the community.Yinchuan has done a lot this year to build a professional team of community workers,and some results have been achieved,but some problems remain.As the most basic department,Urban Community Organization is not only the first-level autonomous organization,but also the end of policy implementation.In the sense of jurisprudence,the relationship between sub-district office and urban community organization is one of Guidance and guidance,rather than the relationship between the leader and the led.But in reality,the government holds the power,and the community organization have only the responsibility to obey and implement it.The balance of power and responsibility is always difficult to balance,community work is more and more difficult to carry out,the pressure is more and more great,the treatment can not keep up with,and the interpersonal relationship deteriorates,which has resulted in a massive loss of personnel.Talent is a strong guarantee to promote community construction,all community undertakings are inseparable from people,we must establish a good human resource management mechanism to make good use of this precious resources.This paper explores the problems and solutions of human resource management in urban community organizations from the following parts.Starting with the serious loss of community workers in the past two years,this paper analyzes the basic situation and current situation of community workers in Yinchuan x sub-district office at the end of 2019 and the end of 2020,and the motivation of choosing community work,make the interview outline,get the first-hand information through the interview,collate and summarize,analyze the human resource management dilemma of the Yinchuan community workers,this paper analyzes the reasons for the predicament of human resource management in urban community organizations from the perspectives of government and society.According to the analysis of the causes,from perfecting the community management model,allocating resources in a balanced way,improving the wage and welfare treatment,giving full play to the maximum effect of performance appraisal and other aspects of community human resources management to improve the plight of countermeasures.
