Research On Optimization Of Internet Plus Taxpayer Service In Yueqing

In 2015,Premier Li Keqiang put forward the "Internet plus" action plan for the first time in the government work report.Then the State Council issued the Guiding Opinions on Actively Promoting the "Internet Plus” Action,which is an important measure to build new economic and social development advantages and new dynamic energy.In the same year,the State Administration of Taxation formulated the"Internet Plus Tax" Action Plan to conform to the trend of Internet development and meet the growing demand for Internet applications of taxpayers and tax administration,and promote the modernization of taxation.In 2020,under the new coronavirus epidemic,the State Administration of Taxation issued the Notice on Optimizing Tax Payment Services and Coordinating the Prevention and Control of New Coronavirus Infection with Pneumonia,and urged all tax departments to actively expand the "contactless" tax payment service according to the principle of "online operation as far as possible" and combed 185 tax related items that can be handled online have been sorted out in List of "Non-Contact" Online Tax Payment Items.In this background,the tax department actively promotes the deep integration of Internet technology achievements and tax field,promotes the technological progress,efficiency improvement and organizational transformation of the tax system through the "Internet plus tax" mode,and comprehensively improves the operational execution ability and innovation ability of the tax system in the new situation,and forms a new development situation of taxpayer service under the Internet platform.Therefore,the research on system platforms of "Internet plus taxpayer service" has certain practical significance.This paper studies the basic situation on the system platforms of "Internet plus taxpayer service" of Yueqing tax bureau,analyzes its current problems and causes,and puts forward targeted improvement suggestions,so as to provide reference for the future construction and development of China’s taxpayer service.The main conclusions are as follows:(1)In recent years,the "simplifying policy combining with the open rights,open and management,optimize service quality"(referred to as "openness,management and services"),Yueqing city revenue tax service has established a relatively complete system of mechanism,and combined with the development of the Internet,and upgrade on the tax payment service innovation,formed a new field of "Internet Plus Taxpayer Service".The basic situation can be summarized as follows: the organizational system of the tax bureau is relatively stable;A hundred flowers bloom on the Internet platform application;The development of services in various fields has been innovated.(2)The problems and reasons of "Internet Plus Taxpayer Service" in Yueqing City were studied,and the three main problems were found that the organization structure was not perfect;Platform design is not perfect;Network service is not efficient.According to the analysis of the causes of the above problems,it is found that the main reason is that the organization structure failed to keep pace with The Times;Lack of technical experience in platform design;There are several reasons why network services are not demand-oriented.(3)According to the existing problems and the causes of "Internet Plus Taxpayer Service" in Yueqing City,this paper gives some suggestions on how to optimize "Internet Plus Taxpayer Service" from three aspects: First,the organization construction should be scientifically planned;Second,the platform design should be improved and upgraded;Third,network services should be pragmatic and effective.
