| In the new era of population aging,exploring and providing new elderly care services is a realistic need to meet the people’s needs for a better elderly care.Home-based elderly care takes the family as the core,relies on the community,and is supported by the professional services provided by the government and social forces,and occupies a very important position in my country’s elderly care model.At the same time,in order to encourage and support the development of the elderly care service industry,improve the well-being of the elderly,and reduce the burden of children’s elderly care,the government has adopted a series of major measures and projects to benefit the people in response to the aging problem,optimizing and enriching the content and quality of home-based elderly care services.At present,in the process of developing home-based elderly care services,there are also many practical problems that need to be carefully investigated and dealt with correctly.The "Research on the Problems and Countermeasures of Home-based Elderly Care Services in Sheyang County" was established based on such considerations.The general idea of "Research on the Problems and Countermeasures of Home-based Elderly Care Service in Sheyang County" is as follows: Guided by the general theory of public management,proceeding from the actual situation of home-based elderly care service in Sheyang County,sort out and analyze the existing problems and causes,so as to improve the Sheyang County.The county’s home-based care service level puts forward feasible suggestions and countermeasures.The paper first interprets the basic concepts of home-based care services and government-purchased home-based care services that are closely related to the research,and explains the hierarchy of needs theory and welfare diversification theory to provide theoretical support for follow-up research;secondly,from the perspective of elderly care The overall situation of home-based elderly care services in Sheyang County is explained in terms of service demand,policy content review,overall service operation,and supervision and evaluation mechanism.Taking advantage of problems such as poor effectiveness and insufficient supply of service teams;finally,the Jinjiang Municipal Government supports the cultivation and purchase of local enterprise pension services,Nanjing Gulou District entrusts non-profit social organizations to provide services,and Shanghai Jing’an District builds a "multiple pension service system".and other successful experiences,put forward countermeasures and suggestions for improving home-based elderly care services in Sheyang County: First,improve the policy system by formulating support and incentive policies,supervision and punishment policies,etc.;Broaden funding channels;thirdly,promote the development of medical and elderly care integration and improve the level of home-based care services;fourthly,expand the service team through talent incentive system,talent training,volunteer recruitment,etc.;orderly development.It is hoped that the development of this research can provide valuable suggestions for improvement and policy reference for the improvement of the level of home-based care services in Sheyang County. |
