Research About The Reform Of Administrative Enforcement In Township Governments

"Administrative law enforcement" is a specific administrative act with social management attributes made by national administrative organs,which is characterized by affecting rights and obligations.Grassroots governments achieve governance through the use of power.However,in reality,the government has the awkward situation of the dislocation of functions,imbalance of power and responsibility and deficit of finance.This has promotes the reform of administrative law enforcement system of township.Grassroots law enforcement power comes from legislation or delegation.The reform is characterized by obvious differences,significant entrusted law enforcement,and a rise in compulsory law enforcement.However,the reform has been questioned seriously in the process.The stability of power is impacted and the exercise of power is restricted;Lacking of objective and stable standards for capacity evaluation and guarantee for effective exercise of power;In addition,the phenomenon of blind echo and selective implementation in the process deviated from the spirit of reform which leds to the alienation of power.Therefore,we should promote the development of reform from the perspective of power allocation,recovery mechanism and optimizing governance path.Ensuring the legitimacy and initiative of social governance by clarifying the qualifications of law enforcement and adjusting the distribution of functions;Combining practical demands and practical capabilities to realize the differentiation of reform.Besides,by improving the supervision mechanism and changing the way of thinking to strengthen the law-based administration;With the help of market mechanism,broaden the scope of governance subjects and realize the positive interaction between government,market and citizens.By creating a diversified governance pattern,the governance path can be optimized and improved.
