The Research On Yiwu Comprehensive Administrative Law Enforcement Reform In The Background Of Relatively Centralized Administrative Punishment Power

Yiwu,as an early area of comprehensive administrative law enforcement reform in Zhejiang Province,has promoted the exchange of administrative law enforcement information,the sharing of resources and the improvement of law enforcement efficiency through centralized joint law enforcement and cooperative law enforcement.However,compared with the requirements of comprehensive administrative law enforcement reform under the background of centralized administrative punishment,Yiwu comprehensive administrative law enforcement reform still faces many problems,which restrict the improvement of Yiwu comprehensive administrative law enforcement effect.It needs to be carefully studied.This paper studies the reform of Yiwu comprehensive administrative law enforcement under the background of relatively centralized administrative punishment power by means of questionnaire,interview and literature research.Firstly,this paper summarizes the origin and course of the comprehensive administrative law enforcement reform in Yiwu,the main measures of the reform,and the effect of the reform.Secondly,it analyzes the problems existing in the reform of Yiwu comprehensive administrative law enforcement under the background of relatively centralized administrative punishment power.It is found that the comprehensive administrative law enforcement reform in Yiwu has several kinds of problems,including "Selective Law Enforcement" by Comprehensive Administrative Law Enforcement Department,the difficulty of implementing the comprehensive administrative law enforcement punishment right,the uncertainty of the comprehensive administrative law enforcement environment,and the low efficiency of the comprehensive administrative law enforcement work.The reasons for these problems are as follows.In the process of reform,the comprehensive administrative law enforcement mechanism has not been smooth.The coordination mechanism of the comprehensive administrative law enforcement reform is not perfect.The guarantee for the grassroots comprehensive administrative law enforcement reform is insufficient.And comprehensive law enforcement is lack of effective supervision and evaluation.In order to further promote the comprehensive administrative law enforcement reform in Yiwu under the background of Relatively Centralized Administrative punishment power,it is necessary to improve the normalized working mechanism of Comprehensive Administrative Law Enforcement,improve the coordination capacity of the comprehensive administrative law enforcement departments,strengthen the guarantee of comprehensive grass-roots-level administrative law enforcement reform.The effective supervision and evaluation mechanism of law enforcement shall be improved.
