The traffic police is a special force among the civil servants in China.It not only undertakes the responsibility of urban road command and guidance,but also is responsible for the identification of traffic accident responsibility.The work is complicated and the risk factor is high.With the continuous increase of private car ownership and passenger flow,the workload of traffic police is also increasing.In order to cope with the increasingly complex and changeable road traffic management situation,the performance appraisal mechanism is applied to the management of grass-roots traffic police brigade.Performance appraisal can provide a theoretical basis for the salary distribution of the police.According to the results of the appraisal,a reasonable performance appraisal method can stimulate the grass-roots police and form a positive and enterprising working atmosphere.How to comprehensively and accurately grasp the working attitude,professional ability and performance of the police,so that the performance appraisal is not a mere formality,fully stimulate the work enthusiasm of the grass-roots traffic police,and maximize the role of performance appraisal is a problem that the grass-roots traffic police department must solve at present.The implementation of scientific and reasonable performance appraisal methods and the amplification of the effectiveness of the "baton" are the key and first step for the public security traffic police department to provide more high-quality public security services.At present,although the grass-roots traffic police departments are constantly improving their work according to the changes of the road environment every year,there are still problems in the existing police performance appraisal system,such as the assessment indicators are not detailed,the assessment supervision procedures are not perfect,and the assessment distribution is not equal.How to optimize the police performance appraisal system of the traffic police department puts forward high standards and strict requirements for the daily work and team building of the public security traffic police department,which is related to providing a relatively fair and just environment for the salary and bonus distribution,post and rank promotion of ordinary police.Based on the academic achievements of the existing performance appraisal theory at home and abroad,this paper analyzes the existing performance appraisal mode of the traffic police brigade in Hailing District,Taizhou City,and uses the corresponding performance appraisal methods to comprehensively consider various factors that affect the performance appraisal of the police in the grass-roots traffic police departments.This study can provide reference opinions for the grass-roots traffic police departments,put forward opinions on improving the performance appraisal system,and also provide reference basis and experience for different police departments of the public security organs,so as to effectively improve the management level of the grass-roots traffic police departments and build a high-quality and high-level public security traffic police Iron Army.
