Research On The Relationship Of Rural Small And Micro Power Supervision Subjects In Huanan County Based On Social Network Analysis

The Supervision of Small and Micro Power is an inevitable choice for good governance in the countryside under the leadership of the Party,and an inevitable requirement for building a new pattern of social governance at the grassroots level.In the construction of social governance system of common construction,common governance and sharing,the Supervision of Small and Micro-Powers needs the support of various participating subjects to ensure the realization of mutual cooperation.Therefore,how to carry out the Supervision of Small and Micro Power under the goal of good governance in rural areas based on the efficient common governance of diversified subjects needs to be investigated in depth.This paper takes the relationship between subjects as the research perspective,based on the investigation of Huainan County,a national pilot of rural governance system construction,and focuses on the digital governance model of "three lists,one platform,and one system" in the county.At the same time,this paper tries to use the Social Network Analysis(SNA)method to build an analysis network for the supervision of small and micro-powers at the village,town and county levels in Huainan County.In this paper,we propose a collaborative governance network for the supervision of micro-powers at the village level to provide theoretical reference for further improving the supervision of micro-powers and promoting the pilot construction of rural governance system.The main research contents and conclusions of this paper are as follows.First,this paper selects a representative pilot demonstration area of rural governance system construction,Huainan County,as a case sample,and discusses and outlines the subject structure,governance means,and practice logic of village level micro-power supervision in Huainan County,such as implementing a village level micro-power list system and building an efficient and collaborative power supervision system,and then also sorts out and summarizes the achievements and experiences and problems of village level micro-power supervision in Huainan County.Second,we quantified and analyzed the eight participating subjects identified through policy texts,related literature and case studies,and constructed the SNA model of village-level micro-power supervision subjects with the help of Ucinet software,focusing on the overall network density,network accessibility,faction and centrality indicators.The overall network density was obtained as 0.4688,and the highest point degree centrality of village affairs supervisory committee and village party branch was 85.714.Integrating the results of the analysis of the overall network structure,network accessibility,factions and individual centrality indexes of the village micro-power supervision participating subjects,this subsection mainly divides the village micro-power supervision participating subjects into supervisory subjects,implementation subjects and supportive subjects according to their positions in the network The three types of subjects are: supervisory subjects,implementation subjects,and supportive subjects.The results of the analysis of the SNA model and the operation of village-level micro-power supervision from the perspective of the main body are presented,and the countermeasure suggestions to improve the effectiveness of the main body supervision are proposed in conjunction with the actual village-level micro-power supervision.That is,from the perspectives of giving play to the public opinion supervision role of the news media,strengthening the power supervision power of the villagers and social organizations,and strengthening the coordination and cooperation between internal and external supervision subjects to broaden the channels for external subjects to participate in the supervision of village-level micro-powers;from the perspectives of strengthening the supervisory and guiding role of the government departments at the township level and above,guiding the villagers’ representatives and the villagers’ masses to actively participate in the supervision work,and attaching importance to the professionalization of the work team of the village affairs supervision committee and the From the perspective of strengthening the role of supervision and guidance of government departments at environment for multi-subjects to collaboratively supervise village micro-powers,constructing and building a village micro-power supervision system according to local conditions,and effectively playing the role of collaborative supervision within and between subjects to enhance the synergistic linkage of multi-subjects in supervision to guarantee the effective operation of village micro-power supervision.
