| It has been more than ten years since the full implementation of the internal control of administrative institutions in China.At first,China only learned from the relevant experience and practices of foreign enterprises and governments in the implementation of internal control in theory,and now combined with the actual situation of our country to expand the scope and application of internal control,and further formulate rules and regulations in line with our national conditions.The internal control of grass-roots administrative units has experienced the initial stage from scratch and is moving forward to a more mature and efficient stage.After the 18 th CPC National Congress,more and more grass-roots administrative units have achieved the purpose of controlling financial risks and preventing corruption through the relevant systems of internal control.The implementation of internal control is not only a strong starting point for implementing a series of work arrangements of the CPC Central Committee,but also a necessary way to ensure the integrity and efficiency of grass-roots administrative units.However,in the actual combat process,whether the internal control of grass-roots administrative units is effective or not will be affected by a variety of subjective or objective factors and have defects.However,there is no unified standard for the evaluation of their defects,and there is still a lack of effective and scientific evaluation mechanism.It is important to study how to build a good internal control system,but how to judge whether the implementation of internal control in a unit is effective is an area that needs further research by scholars.Therefore,for grass-roots administrative units,it is very important to build an internal control effectiveness evaluation system to evaluate the implementation effect of internal control of grass-roots administrative units.This paper consists of six chapters and is divided into three parts.The first part mainly introduces the research purpose and significance of this paper.In addition,it also expounds the relevant theories of internal control and the definition of relevant concepts of grass-roots administrative units,so as to lay a foundation for the later discussion of internal control cases.The second part is the case analysis of Y sub district office.This paper selects y sub district office as the analysis object.This part mainly expounds the current situation of Y sub district office in the implementation of internal control.By introducing the current situation,it lays a good foundation for the targeted construction of internal control effectiveness evaluation system below.Secondly,consult relevant literature and materials,and under the guidance of policy documents such as "control norms",according to the actual situation of Y sub district office,adopt questionnaire survey method,analytic hierarchy process and fuzzy comprehensive evaluation,and finally evaluate the effectiveness of internal control of Y sub district office to determine the excellence of its internal control system.In the last part,this paper finally comes to the conclusion that the internal control level of Y sub district office is good,and puts forward targeted suggestions for Y sub district office from the optimization unit level and business level,hoping that it can continue to maintain and improve the internal control.At present,our society pays more and more attention to the grass-roots administrative units,and is more willing to reform them.We hope to have more in-depth research and Discussion on the internal control of more grass-roots administrative units,so as to play more active role in building a service-oriented government and truly respond to the answers of the people. |
