| The report to the Party’s 20 th National Congress focused on a number of civil affairs work,including community-level social governance,providing guidelines for the high-quality development of civil affairs undertakings.Strengthening and innovating community-level social governance is the most relevant interest of the people.In the early stage of grassroots social governance,professional social work organizations were introduced to deliver public services by administrative means.However,problems such as mismatching between service supply and the needs of the masses,inadequate matching degree and inadequate service delivery were faced.Later,the government purchased services to meet the needs of the masses,but faced with problems such as uneven quality of social work institutions,insufficient funds and quantitative services,which affected the sustainable development of social work institutions.In the context of grassroots social governance innovation,township(street)social work station has become an important innovation mechanism for the government to deal with grassroots social governance issues,and it is the policy setting of grassroots governance innovation.Grassroots social governance is an important part of civil affairs work,and township(street)social work stations are an important force to strengthen grassroots social governance.Therefore,the township(street)social work station type of the new era of civil affairs work is an important starting point to promote the high quality development of civil affairs work.Guangdong’s "Double Hundred Plan" and Hunan’s "Wo Plan" took the lead in setting up social work stations in townships(subdistricts).In 2018,the construction of social work stations in townships(subdistricts)was promoted nationwide in order to explore a feasible way to solve the lack of grassroots civil administration capacity.With the transition from poverty alleviation to rural revitalization,township social work stations have become a new force in rural grass-roots social governance,making up for the shortcomings and pain points in the development of grass-roots civil affairs work,as well as the weakness of grass-roots civil affairs,so that the focus of civil affairs work is lowered and the strength sinks,so that the practical and difficult things can be done accurately and effectively for the masses,and the social service system can be improved.In the process of development,social work in towns and villages has made up for the shortcomings of civil affairs work,but the service objects and service mechanisms are still the original ones,and civil affairs work has not been cancelled,so the situation does not adapt to civil affairs work.This paper is to study how township social work station services in the field of civil affairs work interwoven and developed,so as to improve the capacity and level of grassroots social governance,to provide reference for the government,civil affairs workers,social workers and other people.In this paper,S county and township social work station is selected.Based on the embedding theory,the effective interworking mechanism between the social work professional service and civil service of township social work station is discussed through literature collection,interview,participatory observation and case study,focusing on the current service construction and service system of township social work station.It is found that the civil affairs service level and professional service ability of township social work stations can be embedded in the content,concept and working method.In the field of social governance,social welfare and social assistance,the improvement of individual social functions and social consensus can be achieved through the methods of conversation,group intervention and social mobilization.However,there is still interactional tension,mainly due to the civil affairs workers,the township social work station itself,the social cognition of social work.In order to explore the effective intermingling mechanism between professional social work services and civil affairs services,the author presents the current service status,analyzes the causes of civil affairs subjects,township social work stations,and society’s misunderstanding of social work,and explores more effective intermingling between civil affairs services and professional services in township social work stations.Through enhancing the demonstration of service,improving the construction of social work talent team,enhancing the sense of identity and consensus of civil affairs to social work,and improving the social status of social work at the grassroots level,we can effectively enhance the capacity of civil affairs at the grassroots level,enhance the service capacity of civil affairs,and open up the "last mile" of service for the people. |
