Although "secondment" is not a formal way of official cooperation and exchange of talents,it widely appears in the functional departments of various units in the process of human resource management in the public sector.Secondment often occurs in key departments with relatively large management authority and relatively large workload,such as discipline inspection departments,party committees and government agencies,etc.For the seconded staff,they have the opportunity to familiarize themselves with multiple positions in the process,which is beneficial for the exercise of personal working ability;It is said that a certain degree of secondment can alleviate the problem of human resource shortage in the work pressure and in the process of handling business.But from another point of view,there is no standardized standard or unified process for secondment,so there will be some problems in this process,such as too frequent personnel flow,too random talent secondment and so on.Based on the theory of human resources management in the public sector,combined with the data of field research,this paper takes the secondment of the career staff of the Veterans Affairs Bureau in District C as the research object,and finds that the current staffing lacks timely and appropriate adjustments,and the mobility of personnel in the bureau is not smooth.,The unreasonable allocation of administrative resources and the lack of attention to the education and training of human resources are the reasons for the long-term existence of the secondment phenomenon of the bureau.In view of the above-mentioned situation,this paper proposes to adjust the staffing status in time,standardize and program the secondment behavior of career editor cadres,timely adjust the allocation of human resources,strengthen the education and training of staff,and improve the promotion and incentive mechanism,etc.suggestion..
