Staffing Management is the source of Human Resource Management in government.As an extension of the law,Staffing Management is also the process of governing resource allocation,it is closely related to the state governanceand the country’s governance according to law,and even the development of all aspects of society.In order to promote the standardization and legalization of Staffing Management,since1993,China has successively promulgated the "Interim Regulations on National Civil Servants","Regulations on the Establishment and Establishment of Local People’s Governments at Various Levels"(State Council Order No.486),and many other regulations.The relevant regulations divide the staffing of government agencies into two forms: civil servants and public institution staff,and stipulate that different staffs undertake different functions and cannot be mixed.However,due to the influence of many factors such as historical legacy,power operation,and practical conditions,the illegal use of different staff in government and public institution is still common at all levels government.In August 2019,the Central Committee of the Communist Party of China issued the "Regulations on the Organizational Organization of the Communist Party of China".The standardized management of institutional organization has risen to an important part of the party’s work.The existence of the problem of Mixed Staffing has become a difficult problem that needs to be solved in the process of deepening reform,standardized management of personnel,and organization efficiency improving.With the attention of the central level,solving the problem of mixed staffing will also become a key task in future.This thesis starting from the actual situation of the party and government organizations in A County,study examples through empirical investigations and other methods,analyzes the causes of mixed staffing in the party and government agencies in A County,and exposes the influence of the mixed staffing.At the same time,through the analysis of the reasons for mixed staffing one by one,we put forward targeted governance countermeasures from the aspects of innovating personnel management mechanism,standardizing rights operation,and strengthening supervision and management etc.,to provide some useful governance methods to Mixed Staffing.
