Research On The Improvement Path Of Local Government’s "Shuang Wei" Service Capacity

The continuous development of modern economy,society and information technology has put forward new requirements for government governance and public services.The rise of the“Shuang wei”platforms of government affairs has become the main carrier of "Internet + government affairs services",and has gradually developed into a mainstream discourse position.The service processes and methods of government departments are being reshaped by the new digital government spawned by mobile government affairs.The traditional local government portals can no longer meet the demand,and the government online services provided and realized by third-party platforms are gradually increasing.Government affairs “Shuang wei”services are developing rapidly,and at the same time,we should also pay attention to the large differences and imbalances in development between regions in the process,and many regions cannot achieve high-level development.Existing research lacks in-depth exploration of the conditions and mechanisms for the formation of differences in the development level of government "shuang wei" services.This paper introduces related concepts such as government "shuang wei" service and the improvement of government "shuang wei" service capability,summarizes and analyzes the research trends,relevant research results and deficiencies of domestic and foreign scholars in government "shuang wei" service,so as to establish the analytical framework for this study.Starting from the TOE framework and t he theory of innovation diffusion,comprehensively analyze the influencing factors of the local government’s "shuang wei" service capability from three macro levels,technical,organizational and environmental perspectives,and further explore to achieve a high level of government "shuang wei" service capability a combination of paths for development.Combining the background of "Internet +" and the characteristics of China’s political system,based on the TOE framework and the theory of innovation diffusi on,this paper proposes a comprehensive framework to analyze the development differences of local government "shuang wei" services.Considering the complexity of the development of government affairs "shuang wei" service,fs/QCA is used to analyze the configuration of the government affairs "shuang wei" service cases in 31provinces(municipalities)in China.The research found that:(1)The development of government " shuang wei " service capabilities is affected by multi-angle and multi-level factors.Simply improving a single factor cannot promote its high-quality development,and a comprehensive path needs to be explored.(2)There are 3 paths to drive high-level government " shuang wei " service capabilities: The technology-support type is composed of the basic level of regional information technology,government policy support and financial supply capacity;the environment-promoting type emphasizes the talent supply capacity,economic development level and the degree of public demand;the talent supply capacity,government policy support,financial Organization-balanced type composed of supply capacity and public demand.Among them,the path with technical conditions as the core factor plays a more prominent role in improving the service capability of "shuang wei " in government affairs.(3)There is a substitution effect in the technical,organizational and environmental factors that affect the “shuang wei” service of government affairs.Under certain conditions,the level of regional economic development and government policy support can be replaced by equivalents,and the construction of high-level government " shuang wei " service capabilities can also be achieved.The regional information technology base and the degree of public demand can also achieve mutual substitution under fixed conditions.Therefore,local governments can exert their subjective initiative,based on their own original resource endowments,focus on the adaptation between multiple conditions from the perspective of multiple configurations,formulate development strategies according to local conditions,and form a differentiated development path for “shuang wei”services in government affairs.
