Study On The Matching Of Function,Power And Responsibility Of L Town Under The Background Of Township Institutional Reform

As the basic administrative organs in China,towns and townships are the most front-line administrative organizations to realize the will of the state,and their work is rich in content and far-reaching in significance.In the context of economic and social development,the principal contradiction facing China has been the contradiction between unbalanced and inadequate development and the people’s ever-growing needs for a better life.Economic and social development,as well as changes in the power of science and technology,have promoted the richer and more profound demands of the public and the urgency of citizen autonomy,thus promoting the continuous strengthening of the service capacity of townships and towns.At the same time,the standardization and perfection of the hierarchical management system also urges the government to push forward the process of institutional reform.However,as the reform enters the deep water zone,the realistic problems existing in the matching of functions,powers and responsibilities of township institutions under the background of institutional reform need to be paid attention to,studied and solved.This paper firstly the concept of township institutional reform,the township function,authority,responsibility matching,using hierarchical organization theory,organizational ecology theory,the theory of government function,analysis of township institutional reform function,authority,responsibility match the demands of villages and towns government,think,clear powers and responsibilities set reasonable accrual keeping is essential to the villages and towns government function,authority,responsibility matching operation.Second,in L town,for material,this paper analysis the villages and towns under the background of institutional reform L town function,authority,responsibility match,first of all must L town function,authority,responsibility matching results after the institutional reform,also sums up the township institutional reform under the background of L town function,authority,responsibility matching problem in power allocation schedule,responsibilities set boundaries,and accrual management operation.Then,this paper analyzes the reasons of the matching problem in L town under the background of township institutional reform: the hierarchical status of township government affects the matching problem,the lack of motivation of township reform affects the matching problem,and the management mode adopted by township affects the matching problem.This paper through using Xing city "five steps",Shandong Pingyin county "township county should be","three diversion" in Nanan distract of Chongqing city,Tiantai county,Zhejiang province,"a line of micro incentive" county towns(street)reform measures,such as think intensify reform at the county level guidance,promote transformation of town functions and therefore the power,improve the ability of the township governance has the experience lesson.Finally,this paper puts forward several suggestions to solve the problem of matching power and responsibility in towns and villages: first,optimize the reform environment,break through the resistance of promoting the matching of power and responsibility in towns and villages,such as promoting the improvement of reform laws and regulations,promoting the coverage of power and responsibility list,and building a complete transformation communication mechanism.The second is to optimize the organizational system,enhance the power of township to promote the matching of power and responsibility,such as the establishment of classification evaluation system,increase the input of personnel management,strengthen the government internal supervision.Third,optimize hierarchical management,enhance the ability of towns and townships to promote the matching of power and responsibility,promote flat management of institutions,increase information consulting institutions,and innovate diversified governance at the grass-roots level.
