At present, the financial deficit and debt problem of townships in our country are outstanding , no matter what viewed from the whole country regardless of Zhejiang Province. The financial deficit and debt problem of townships are great wide, large quantity and developing very quickly. They have aggravated peasant's burden and influenced the smooth implementation of the reform of rural taxation expenses, the normal operation of townships' regime and the social stability to a certain extent. The ones have restricted financial function of the townships.There are a lot of respects to cause the financial deficit and debt problem of townships. This paper lays special emphasis on the institutional respect to analyse. It thinks that the financial function off side with misplacing of the townships government.The reasons to cause the financial deficit and debt problem of townships are that the defect of financial system reform of tax allocation system, the standards of township of county financial transfer payment system, financial budget system of of townships and the lagging of the reform of townships administration. Certainly, economy development slowly of townships and the weakness of the financial foundation are important reasons too.The constant in-depth with the economic system reform of our country and especially the reform of rural taxation expenses, solving the financial deficit and debt problem become the key to increase peasant income, enlarge agricultural benefit and stabilize countryside. This paper uses public economics, public management and public financial theory to attempt to put forward corresponding countermeasure and suggestion from institutional angle and the integration of the theory and practice. This paper thinks that we should define rationally functions of the townships government,make the financial transfer payment system perfect, innovate the financial administration of the townships,deepen the reforms of townships government,and accelerate the development of townships economy at the same time.
