In this day and age,cyberspace is heavily influenced and constrained by global political realities.As cyber incidents continue to erupt around the world,the cyberspace control tools of a single country can no longer meet the real needs of containing cyber crises.This makes cooperation in cyberspace governance on a global scale an imperative.However,under the trend of counter-globalisation thinking,global cooperation is difficult to achieve the expected results due to the intricacies of international relations.Therefore,studying Marx’s thought on international relations and deeply analysing and comprehending his views on world interactions,the handling of inter-state relations and the principles of international cooperation are necessary means to solve the dilemma of international cooperation in global governance and the problems of international relations at present.This paper takes Marx’s Inside the Diplomatic History of the Eighteenth Century as the basis of its study,and searches for its positive guidance on global network governance by sorting out his ideas on international relations.Chapter 2 outlines the concept and main ideas of network governance in international relations.The opening chapter discusses mainstream Western international relations theory and Marxist international relations thought,as well as the concepts of cyberspace and global governance,and then focuses on the foundations,processes and main contents of Marx’s international relations thought,including the theory of the world market,the theory of proletarian unity and the theory of world peace,laying a theoretical foundation for an in-depth study of the international relations thought in Inside the Diplomatic History of the Eighteenth Century and its contemporary value.The third chapter adopts a textual approach to the study of international relations thought in Inside the Diplomatic History of the Eighteenth Century.The logical starting point of the book’s international relations thinking is examined,and the three aspects of the book,namely the historical environment of Europe,the motives for aggression and expansion,and the demands of national interests,are argued.Then,by analysing the main contents of the book,the ideas of international relations such as secret diplomacy,the maintenance of balance of power,the achievement of hegemony and group manipulation are distilled.The opening chapter clarifies that network technology affects contemporary international relations and makes global network governance an important issue,and that global network governance presents a complex pattern of international relations.It then examines the current state of global network governance and the challenges it faces,arguing in terms of technological changes,the game of governance actors,and the inadequacy and inefficiency of mechanisms.Finally,the causes of the dilemma of global network governance are analysed in terms of international relations,including the dispute over network sovereignty,the imbalance in the distribution of interests,the zero-sum game and the lack of responsibility of the major powers;Chapter 5 proposes the logic and inspiration of international relations for improving global network governance on the basis of the previous article.Firstly,a harmonious and coexistent international relationship of cyber sovereignty should be built to resolve relevant disputes and contradictions.Secondly,it is necessary to promote the reform of the global network governance mechanism,optimize the organizational structure,clarify the rules of procedure and expand the participating subjects.Thirdly,it is necessary to reshape a mutually trusting and win-win cyber governance order,develop partnerships,narrow the digital divide and strengthen responsibility.Fourth,major powers should play a key role in promoting multilateral frameworks,assuming special responsibilities and enhancing political will.Fifth,global cyber governance should aim to build a community of human destiny,transcend national interests and engage in extensive cooperation.This study can fill the gaps in existing research on the application of Marx’s thought on international relations to global cyber governance,provide theoretical support and practical guidance for global cyber governance,and put forward suggestions for improving the existing global cyber governance mechanism at both theoretical and practical levels,which are of They are of great significance and usefulness.
