Study On The History Of Global Governance From The View Of International Political Resources

The history of human society is a process during which level of productivity and social organization are increasingly improved and consequently interactively push the global connection and spread of different human communities to move from decentralization to unification gradually. Within the historical process, by means of objective, conceptive and technical link, communications and scattering, the political, economical, military and cultural associations among human communities are strengthened continuously. While the associations are becoming closer and global connections are changing from"thinner"to"thicker", the public business field came into being, which has surpassed the individual human community and involves the relationship between different communities. To settle the problems arising from"the public business"field, the communities are expected to make use of all resources or even establish a certain mechanism to readjust the relations between each other. Thus the management and administration of the"public business"among different communities has become outstanding. Furthermore, during the interactive operation of the management and governance, the materialistic, technical, systematic, organizational and ideal international political resources hence came into existence, which constitute the basis on which the readjustment is set up as well as the means and tools for the readjustment of the relationship. The international political resources are produced in international interactive operation between the operators. As a result of its self-dependence, non-monopolization, non-exclusiveness and increased total, it has made itself a separate variant which may influence the international politics and formed the objective basis for the international political power and authority. For this very reason, during the human history the international political resources have been the target run after by the operators so as to strengthen their own power. Meanwhile it is also a tool for the operators to co-ordinate mutual relationships and sort out common problems. As a scarce resource, the international political resources have internally decided the entity, target, subject and mode of human society administration. Besides, it also changes with the progress of globalization, which therefore has created the different governance mode at each historical stage while pushing forward the administration of human society from lower level to higher level.With the progress of globalization comes the profound reform of human society. The globalization has produced two powers which both integrate and separate each other and pushed the mutual dependence and made the global problems protrude at the same time, which challenges the existence of human beings. In the time of global reform, on one hand the global civilian community came into being and is playing an increasingly greater role in the management of international public business, in contrast to the weakness of the nations'sense of boundary line; On the other hand, the development of globalization has pushed the diversification and multi-directions of international political resources. It also increased the need for global fathering and reconstruction of governance authority and thus prepared the materialistic, technical and conceptional basis for the mode change of global governance. The interweaving and common effect of both factors have shakened the governance mode of sovereign coutries which have monopolized international political resources and international public business increased the need for global fathering and reconstruction of governance, has also propelled the change of governance mode from closing and global to multientity involved global mode. However, judging by the current situation of governance, because of the unevenness distribution of international politics resources, different operators have different ability to obtain different level of international resources which are distributed unevenly in mode. Therefore it has resulted in the governance ability of nonstarter operators and hence decided that multi-level global management still remains far from the target of theorists who have proposed a well management mode featured by legitimacy, rule of law, transparency, accountability, responsiveness, effectiveness, participation, stable, honest and fair. What is more, if the sovereignties, which have the fixed boundary of territory and legitimate violence, could continue to exist, and hold the superiority status of gain and assignment of international political resources, they would go on displaying leading role in global governance.
