| To improve the human capital of the education industry in Tianjin,it is necessary for China to vigorously develop compulsory education public welfare programs.As a kind of public welfare program of compulsory education in Tianjin,the elementary school safety education program is related to the improvement of its safety education management level.Given its quasi-public goods nature,the government should actively encourage and collaborate with various social actors to participate in it.Among the various stakeholders,the government,enterprises,and elementary school are three of the most important ones.The study of their collaborative governance has certain theoretical significance and practical application value.Focusing on the collaborative governance of the government-enterprise-school triad in public welfare programs of compulsory educational in Tianjin,this paper researches the current situation of governance,problems,their causes,and solutions based on collaborative governance theory and stakeholder theory through a study of a safety education program rooted in W Primary School in Nankai District and its questionnaire survey.This study found that:(1)Through the adoption of collaborative agreement,government intermediation,co-organization and improvement of collaborative governance mechanism,public welfare programs of compulsory education in Tianjin have been carried out smoothly and have achieved good results.(2)Due to the lack of systematic research,strategic planning,strong leadership and information communication,there are still problems in the governance process of compulsory education programs in Tianjin,such as poor match between supply and demand,poor sustainability,easy to fall into the dilemma of multiple collaborations and poor information communication.(3)In view of the existing governance problems and their causes,this paper proposes countermeasures to focus on pre-program research,formulate long-term development plans,establish strong leadership and management,and establish a flat information and collaborative governance institutional mechanism.This study suggests that the government,enterprise,school,and triadic governance of compulsory education programs in Tianjin can be used as a reference for government agencies in Tianjin and around China to promote the healthy and orderly development of compulsory education programs.In this regard,this paper proposes a general and long-term development plan to promote the emergence of diverse educational concepts and innovative approaches from the perspective of the development trend of compulsory education programs.At the same time,the establishment of a strong leadership and management mechanism and the role of local government departments as intermediaries or links will help to raise the attention of the compulsory education sector and make the program effective.In addition,the problems of poor sustainability of collaborative compulsory education programs in Tianjin,which are identified in this study,should be taken seriously by all kinds of collaborative governance of public welfare programs,including Tianjin.And the proposed countermeasures by formulating long-term development plans,giving full play to the government’s intermediary or bonding role,and establishing a strong leadership organization mechanism provide effective ideas to solve it. |
