| China has been a big agricultural country since ancient times,and the problem of rural poverty has seriously affected the long-term stable development of our country,especially after the reform and opening up,the rapid rise of cities and rural poverty and backwardness have formed a sharp contrast,the income gap between urban and rural residents is getting bigger and bigger,and the problem of rural poverty has gradually emerged,and the existence of these problems has gradually affected the comprehensive development of the country.The Communist Party of China regards leading the Chinese people to carry out the rural anti-poverty struggle as an important part of its original mission,and gradually guides the people to solve the problem of food and clothing,build a moderately prosperous society,and promote rural revitalization.Since the reform and opening up,the CPC has always deployed rural anti-poverty work in accordance with the decisions of the Central Committee of the Communist Party of China and the State Council on rural work,of which the most instructive is the "No.1 Document of the Central Committee of the Communist Party of China and the State Council on the Work of Agriculture,Rural Areas and Farmers"(hereinafter referred to as the "No.1 central document").By 2023,the CPC Central Committee will have issued 25 "No.1 central document" on the work of "agriculture,rural areas and farmers" in the two time periods.From 1982 to 1986,the documents on the work of agriculture,rural areas,and farmers were continuously released as the first document of the year,and these five No.1 documents later became a specialized term "Five No.1Documents".After 2004,the "No.1 Document" gradually returned to the deployment of the Party Central Committee on "agriculture,rural areas,and farmers" work,which includes systematic rural anti poverty policies.The CPC adheres to the problem orientation and issues different policies according to the main contradictions of rural poverty in different periods.To study the theory and practice of rural anti-poverty work led by the CPC,it is necessary to sort out the 25 "No.1 central document".This paper will study the theory and practice of the CPC’s rural anti-poverty in the light of the "No.1 central document of the Central Committee".Starting from the ideological origin of the CPC’s rural anti-poverty theory,this paper uses the methods of literature analysis,comparative research,the unity of history and logic,and the combination of theory and practice to analyze and sort out 25 "No.1central document" since the reform and opening up,and believes that the CPC’s rural anti-poverty theory originates from the Marxist concept of equality and is rooted in the traditional Chinese "people-oriented thought",It is contained in the sinicized Marxist theory,and takes the document spirit of the "No.1 central document" as the fundamental compliance;Taking the development goal of the CPC from building a moderately prosperous society in general to building a moderately prosperous society in all respects,and from building a moderately prosperous society in all respects to building a modern socialist country in all respects since the reform and opening up as the clue,the practical process of the CPC in combating poverty in rural areas since the reform and opening up is divided into the stage of building a moderately prosperous society in general,the stage of building a moderately prosperous society in all respects,and the stage of comprehensively promoting rural revitalization,And on this basis,summarize the practical experience of rural anti poverty: adhere to the Party’s leadership over rural anti poverty work,adhere to specific problem analysis and solve rural poverty problems,and adhere to the liberation and development of productive forces as an important task of rural anti poverty work.Then it summarizes the enlightenment of consolidating anti-poverty achievements and promoting rural revitalization: make significant progress in promoting agricultural modernization,steadily promote the common prosperity of all people,and make remarkable achievements in promoting the construction of beautiful and livable villages. |
