With the development of cities,more and more people live in residential areas especially high-rise residential areas.The property management of residential areas plays a key role in the quality of people’s lives.The property service quality is related to the quality of the residential area,the satisfaction of the owner with their residence,and even the price of the house.After more than 20 years of development in property management in S City,property services have developed to a certain extent from the original cleaning and cleaning to the current diversified services.However,various property conflicts and disputes have also arisen,especially in the early stage of property management,where the phenomenon of group complaints is serious,seriously affecting the people’s well-being and social harmonious and stable development.At the same time,the problems and shortcomings existing in the early stage of property management by S City Government have been exposed,This has also become a difficult problem that the S municipal government has to face.The perspective of this study is in the early stage of property management.Taking S city as an example,methods such as literature research,field research,comparative analysis,and case analysis are used to organize the questionnaire survey data of the provincial property management cloud platform,data from the property management supervisory department,and relevant subject field research materials.The basic situation of property service enterprises in S city,as well as the current state of government supervision in property management,especially in the early stage of property management,are investigated,By conducting comparative research on property management in other countries and developed regions,and using theories related to government regulation,public governance,and principal-agent analysis,it was found that there is a lack of government supervision in the early stage of property management in residential communities in S city.The reasons for these problems are related to various factors such as incomplete laws and regulations,inadequate mechanisms,inadequate departmental and territorial supervision,and unclear self-discipline in the industry,Drawing on the regulatory measures of domestic and foreign property management governments,four suggestions are proposed: accelerating the formulation of relevant regulations and documents for property management in the early stage,reforming the government regulatory mechanism for property management in the early stage,implementing the regulatory responsibilities of functional departments and local governments,and strengthening supervision and guidance for industry related entities.This article believes that the early stage property management of residential communities affects the interests of all owners,and although the time is short,the impact is far-reaching.Government departments should strengthen the supervision of various relevant entities in the early stage property management through laws,regulations,systems,and other means,in order to reduce disputes in property management and promote the healthy development of the property management industry. |
