Since the reform and opening up,China’s economy has developed rapidly,the urbanization rate has increased steadily,and the number of private houses of urban residents has continued to increase.In order to better meet the people’s growing demand for a better life,the property industry has been introduced and developed,and has gradually become an important part of urban governance and community construction.In the process of property management development,government supervision can be said to be an indispensable link.Based on the in-depth investigation of the government supervision of property management in Gaoyou residential district,this paper combs the problems faced by the government supervision of property management in Gaoyou residential district,and uses the theories of limited government,public governance,public goods and public choice,through the methods of questionnaire survey,case analysis,literature analysis,field interview and so on,This paper makes an in-depth analysis of the current situation of government supervision on property management of residential quarters in Gaoyou City,and puts forward opinions and suggestions.Specifically,firstly,it expounds the research background,research significance,research status at home and abroad,defines the concepts of residential area,property management and government supervision,and introduces the theoretical basis involved in this paper.Then,it combs the current government supervision status of property management in Gaoyou residential district,and lists the measures and achievements that have been implemented by relevant government departments.At the same time,there are still some government supervision problems,such as unclear rights and responsibilities between government functional departments,inadequate supervision of property service enterprises,inadequate supervision of public maintenance funds and inadequate restriction and coordination of all parties.From the perspective of government supervision,there are many causes of these problems:including the weak strength of industry administrative departments,the failure of relevant departments to form a joint supervision force and other reasons for the imperfect government supervision system and mechanism,the incomplete supervision of property service enterprises by the government,the incomplete supervision measures of public maintenance funds,and the insufficient support of the government to owners,property management associations,owners’ committees and other parties.Finally,according to the analysis of the causes of regulatory problems,combined with the reality of Gaoyou City,this paper puts forward government regulatory countermeasures and suggestions from four aspects:improving the government regulatory mechanism,repairing the government’s supervision loopholes in material and service enterprises,standardizing the management of public maintenance funds,and strengthening the guidance and support of relevant subjects of property management. |
